When it comes to modern city management and urban design, a wide range of tools is necessary to handle the complex systems involved. It is vital that those who use them be from the appropriate professional field and possess the motivation required to take action in order for their implementation to be successful. As such, diagrams have been created which show how the tools work as well as how the participants interact. The respective diagrams give an overview of the categories, actions and tools and also show options temporary users can take. Potential participants of temporary use may include owners, investor agents, political and planning authorities as well as consumers. For landlords, the challenge arises with liability codes for allowing use on their land. A means to avoid conflicts on this issue is to give municipalities the role of primary tenant and subleasing on a non-profit basis avoiding the need for monetary investments.
