In January 1997, the European Commission (DG III) launched a "Call for Ideas" in relation to the Community's Interchange of Data between Administration (IDA) programme, which will complete its first phase in 1997. This first experience of worldwide electronic consultation, within the IDA programme, was a resounding success, demonstrating the high level of interest in the programme. The results of the call, which will be taken into consideration in the development of IDA's future work programme, have been classified under "Projects of common interest" and "Interoperability measures". Projects of common interest identified as a result of the call include the following: - Enhancements to existing sectoral projects: . Implementation of a telematic system for the communication and exchange of customs laboratory information (texts, images, spectra, results of chemical analyses); . Enhancement of the SIMAP project to provide a comprehensive telematic service which covers those activities following the launch of the call for tender through to the stage where the actual delivery and payment of the contracted good or service is completed; . Inclusion of an influenza surveillance database in the CARE communicable disease surveillance system; . Extension of the TESS framework to exchange information concerning accidents at work, professional diseases, and risk maps; . Extension of EURES to cross-border manpower from third countries to allow monitoring of the labour market; . Interconnection of Member States' databases concerning migrant workers to obtain anonymised information; - New sectoral ideas: . Implementation of a telematic network system in support of maritime traffic control and risk management of pollution and dangerous goods transportation (includes Mediterranean countries); . Implementation of a telematic network system for the exchange of information concerning organ and tissue transplants (based upon the principles of the IDA CARE networks); . Implementation of DG XIII EUROVET system for animal registration, tracking, and health monitoring; . Implementation of a telematic network system connecting European hospitals to exchange information concerning health care, quality evaluation, organization, marketing experiences, media communication strategy, etc.; . Implementation of a telematic network system for the exchange of youth employment initiatives and experiences; . Implementation of a telematic network system to report food market prices from national administrations to the Commission (use of EDI messaging); . Implementation of a telematic network system for exchange information on biodiversity; . Implementation of a telematic network system for the exchange of road and vehicle information for the purpose of increasing safety, control and law enforcement, and planning/management; . Collaboration with US NRC (Nuclear Regulatory Commission) on international computing projects for regulatory reform, emergency management; . Creation of a European databank on R&D resources (projects, scientists, facilities); - Addressing the interface between the public and private sectors: . Integration of administrations in the financial and accounting information flows between businesses to let administrations obtain the information which they need from the same transactions that are flowing between companies (this concept has already been introduced by Eurostat networks for the collection of statistics); . Establishment of Euro-related requirements jointly with the private sector, including implementing networks between national central banking institutions; . Implementation of an electronic vigilance system for medical devices (reuse of the principles established during the EUDRANET pharmacovigilance project); . Provision of a one-stop-shop for the private sector-public sector interface, a centralized location where the private sector could deposit reporting information (accounting, financial, social security, etc.) for distribution to the administrations which require it; . Provision of access to IDA repository of knowledge for private sector/citizens; - Globalization of the IDA networks: . Improve the information exchange concerning old age pensions, particularly to Australia and Latin America, by extending the TESS architecture and EDI message standards; . Support the international electronic exchange of pharmaceutical information by harmonization of information content with the USA and Japan; . Open involvement in the EURES European Employment system to CEECs; . Expand the use of the CARE health monitoring and statistical analysis system to incorporate the pilot EUPHIN East network developed by DG XIII, and to the WHO in Geneva; . Provide CEECs with access to pharmaceutical marketing authorization and safety systems (EudraNET and EudraWATCH services); . Extend the use of the CARE health monitoring and statistical analysis system to the WHO in Geneva; - Inter-institutional project activities: . Implementation of a telematic link between the Commission, Council, Institutions and the site of the EU Presidency; . Provision of restricted online access to Commission working documents for Member State administration officials; . Implementation of a telematic network system to provide access to an EU legislation database (initially for the public sector and EU Institutions, potential extension to the public). Proposed interoperability measures identified as a result of the call include: - Enhancement of generic services: . Implementation of an IDA-Intranet, leading to the creation of an Information Highway for European administrations; . Definition of generic directory services; . Definition of a tool for the organization of seminars/meetings; . Provision of a multilingual central directory for European administrations accessible through the Internet; . Improvement of the interface between OSI and Internet protocols; . Definition of a framework for distributed administrative services; . Provision of services to exchange geographical information; - Spread of best practice: . Develop and deploy new workflow management techniques in administrations based upon the use of telematic networks; - Generic application developments: . Pilot the use of the JAVA programming language for the creation of portable application modules across a multitude of operating systems and hardware; . Develop a generic technical, service and organizational framework which permits electronic declarations to be lodged for various administrative sectors (social security, revenues, statistics, customs and indirect taxation, etc.); Develop a generic EDI layer for trans-European applications which permits various types of information (coded, structure, multilingual, multimedia) to flow between partners with different legacy IT environments, and which operates on IDA generic communication services; . Implement generic data dissemination and enquiry facilities for administrative use; . Provide a generic multilingual interface for telematic applications; - Infrastructure interoperability with national telematic networks: . Provision of a framework for the interconnection of national networks with regional/local networks; - Information content interoperability: . Agree a standard for European administrative document exchange and, if required, develop an interface between the standard and other local standards; - IDA security framework: . Development of an international IT security framework which provides a methodology to ensure confidentiality, authentication, integrity, non-repudiation, and access control during the storage and transmission of data in a global administrative context; . Identification of security tools which satisfy administrative requirements.
