Promoting EU–Japan collaboration in STI
STI can benefit from the collaboration, cooperation and dissemination of research projects and results. The 'BILAT in Japan' (J - BILAT) project increased awareness of the EU's Seventh Framework Programme (FP7) and Horizon 2020 among Japanese researchers, private companies, research organisations and governmental authorities. The aim was to promote EU–Japan collaboration and lead to advancements in science and technology (S&T). J - BILAT researchers identified that the language and translation of Japanese legal documents constitutes a major barrier to collaboration. They resolved this through the setting up of a help desk and producing a reference translation of the National University Act. Efforts were made to make the registration systems interoperable. Project members aided in the smooth communication and negotiation during the formation of projects and their coordination. The team also assisted in arranging meetings to promote collaborations and research initiatives. Consortium members published long articles on the FP7 and other initiatives, in addition to launching a media campaign to disseminate ongoing EU research among Japanese stakeholders. Presentations were given via conferences and seminars at both public and private organisations. Research and development (R&D) managers of major Japanese companies, a sub-committee on policy planning, a committee on industrial technology and the Keidanren (Japan Business Federation) were invited to a lecture to promote industry–academia cooperation. By spreading awareness of the FP7 and Horizon 2020 programmes, J - BILAT efforts successfully piqued the interest of Japanese stakeholders. Successful implementation of an FP7 and Horizon2020 Contact Points structure in Japan would also facilitate and enhance EU–Japan cooperation in STI.
