Expected outcomes: The event is expected to contribute to the following outcomes:

• Progress on the implementation of ERA Policy Agenda action 3 for “Advance towards reforming the assessment system for research, researchers and institutions to improve their quality, performance and impact” and of the work undertaken by the signatories of the Agreement for Reforming Research Assessment, which signatories form the Coalition for Advancing Research Assessment (CoARA).
• Raised awareness among the scientific community and policy makers about the ERA Policy Agenda action on reforming research assessment, including the expected roles of different types of R&I actors.
• Drawing up a more coherent map of how to move ahead, using some first CoARA outcomes (expected in the fall 2025) as a stepping stone.
• Stimulating participation of the national/regional evaluation agencies and of the national research funders in the ERA Action, and providing a platform for exchanges with the CoARA members.
• Exchanging information on the design, piloting and implementation of reformed research assessment criteria, tools and processes.
• Highlighting the need for a global level playing field for R&I when it comes to research assessment principles.
• Assessing if there is a need for renewed political impetus or EU support measures.

Expected Impact: The proposal should set out a credible pathway to contributing to the impact of ERA Activity 3: “Advance towards reforming the assessment system for research, researchers and institutions to improve their quality, performance and impact” and of the Agreement vision that research assessment recognizes the diverse outputs, practices and activities that maximise the quality and impact of research. Furthermore, the event must help promote alignment at a global level of the principles for research assessment and explore strategic and practical tools to diffuse the work of CoARA and measure the implementation of reforms to research assessment.

Scope: In today’s knowledge economies, universities are expected to translate and disseminate research and innovation broadly, contributing to growth, competitiveness, better regulation, and quality of life. To stimulate the broader impact and uptake of research-based products and advice, incentives and metrics need to be aligned. At this conference, the organisers together with the Danish Presidency and the European Commission will address the need for reforming research assessment, present progress on CoARA, and highlight drivers of change in the broader ecosystem of science, innovation, and technology.
