- General Assembly Meetings: Four meetings in Belgium, Italy, Spain, and Greece, where the consortium consulted stakeholders in discussion groups to resolve barriers and advance Work Packages.
- Communication and Dissemination via four digital channels, 14 events, and two conference paper publications.
- Identification and Refinement of Requirements for the API standard and web application from legal, regulatory, economic, digital, cybersecurity, ethical, and technical perspectives, involving high-level stakeholders from enforcement authorities, logistics operators, and terminal operators.
- API Model Establishment: Collaboration with EU working groups, specialists, technical experts, and previous EU projects through consultations, workshops, focus groups, and interviews.
- Web App Architecture and Design: The app architecture aligns with the API standard and is being prepared for validation through piloting with two real-world use cases involving enforcement authorities and operators.
- Fragmented Regulatory Environment: Stakeholders stress the need to address fragmented rules around electronic documents, as current frameworks hinder data exchange between enforcement authorities and businesses, reducing efficiency.
- eFTI's Role in Standardization: The eFTI framework aims to standardize data models for smoother exchanges, but businesses are not required to adopt digital documents, which may perpetuate reliance on paper.
- Pilot Projects' Importance: Stakeholders call for more pilot projects to gather insights and refine regulations. Governments and EU bodies should use these findings to foster innovation and adapt regulations.
- Government as Enabler: National governments are key to driving digital transformation, harmonizing standards, reducing bureaucracy, and incentivizing digital adoption. Regulations must address interoperability, security, and align with EU policy goals.
- European Mobility Data Space: Support exists for creating a standardized European mobility data space to encourage collaboration and protect SMEs.
- Government Support for Standardization: Governments must promote data spaces and improve digital literacy among logistics professionals, SMEs, and truck drivers.

a) Standardization: KEYSTONE emphasizes enhancing standardization in transport, technology, and regulations, focusing on incentivizing digital documentation adoption, particularly for SMEs.
b) Bottom-up Connectivity: KEYSTONE aims to connect digital islands for seamless interoperability while maintaining trust with strong data protection.
c) Mobile and Web Applications: Stakeholders support mobile- and web-based apps to integrate tracking technologies and data management tools, ensuring flexibility and scalability.
d) Dashboard Monitoring and Data Capture: Key data points should be monitored through a dashboard to track shipments and ensure compliance.
e) Simplified Access and Integration: Proposed solutions include a user-friendly IT platform for operators to scan and submit documents via optical character recognition, seamlessly integrating with existing systems.
Addressing these needs, the KEYSTONE API standard and web application could revolutionize freight management, automating border control, improving enforcement officer work quality, and enhancing freight professionals’ work-life balance. Most importantly, it could eliminate barriers between institutions, companies, and authorities, fostering collaboration over competition.
