This project surveys, analyses and models the Rehabilitation Technology market in Europe, as well as taking action to raise the level of awareness and consensus on issues relating to a Single Market in Rehabilitation Technology.
There exists a need for a better understanding of the market of Rehabilitation Technology (RT): how it is structured now and how it may evolve in the future. This understanding is needed for the RT actors like governments, industry, user organisations, service providers such as rehabilitation institutes, and the research community who are active or may become active in RT. It also contributes to the TIDE programme which aims to stimulate the creation of a Single Market in Rehabilitation Technology in Europe.
Furthermore, the level of awareness of the problems and opportunities associated with the RT market has to be raised in order to stimulate the activity in RT. Also, increased consensus on the most suitable approach to create the Single Market in RT has to be striven for to ensure that activities in this field are coherent and effective. .Sp 1 The CORE project is addressing these needs by:
Conducting a survey and analysis of the RT market environment on demographic, political/legal, economical, socio-cultural, and technological elements and factors in a number of EC and EFTA countries. This survey includes information from transnational cooperations such as the TIDE pilot phase projects. Based on this survey a set of models of the Rehabilitation Technology market is being constructed. Survey and models will be such that:
policy-makers at national and European level can gain an overall understanding of the structure of the RT market, the processes that play a role, and the important factors that influence these processes and which currently contribute toward or form barriers against the creation of a Single Market in RT.
specific segments of the market can be analyzed in detail by applying the modelling, with appropriate supply of data for the market segment. This analysis should also be useful for marketing strategy purposes by the RT actors in general. Some case studies will be performed by CORE to verify that the modelling work is applicable and meaningful.
Identifying the requirements of the RT actors for a market information system that supports the two uses of the models mentioned above. Options for designing the information system are being identified on the basis of a structured information analysis, taking into account existing information systems. A practical solution will be the compatible use of existing information systems and a new information system. For the existing information sources recommendations are being given on how to use them in this context. To address the requirements not covered by existing sources of information, commercially widely available database technology is being explored to define solutions for the short term. Additionally, longer term solutions, based on more advanced technology, will also be also be identified. Strategies are being defined for data collection, processing and distribution. However, no actual implementation of an information system will be carried out in the first phase.
Stimulating public awareness and promoting consensus among RT actors, in cooperation with the TIDE office. A specific means used is the organisation of focused meetings with TIDE pilot phase participants and other actual or potential actors. These meetings will focus on Rehabilitation Technology market issues that are of immediate and common interest for the participants. The first focused meeting has been held on Technology Transfer. Two other topics will be Legislation in connection with standardisation, and Information systems and provision. Information gathered from these meetings will be processed by CORE in a form that is suitable for raising awareness among a broader public. The meetings are also being used to present CORE work, to receive feedback on it and to validate it. Furthermore, CORE designs, prints and distributes suitable public awareness publications such as newsletters. Also a database of European Actors in Rehabilitation Technology is in the process of being created and updated, based on the TIDE Market Survey Database and the TIDE Office Database.
The CORE consortium comprises several types of expertise needed for this project. These include expertise in the field of communication and information technology, the needs of people with disabilities, the finance and procurement of special needs technology, information dissemination, R&D and innovation, technology assessment, the marketing problems of the profit and non-profit sector, modelling and data-processing. The consortium consists of rehabilitation R&D institutes from the Netherlands and Finland with extensive expertise in the practical application of Rehabilitation Technology, one of the world's largest service organisations for visually disabled (United Kingdom), computer technology research institutes that have been active in a range of studies on applications for people with special needs (Greece and Italy), a large research and service provision organisation and a Swedish industrial organisation with profound experience in telematics and disability (Sweden).
