The Memorandum of Understanding (MoU) states that the project's objective is to apply "Human factors interdisciplinary methods and knowledge to the introduction of new information services. The goal is to be able to plan and introduce new services successfully."

COST 212 activity has developed through different stages. First of all, a state of the art of human factors (HF) approaches has been performed. This approach shows that, until now, HF analyses are mainly based on ergonomic studies. Extending the ergonomics approach is envisaged in order to follow more closely the evolution of new information technologies that affect, in an outstanding way, all the human activities.
Some justifications for the above necessity are:
services (eg videoconference, videotex) have been less successful than expected;
new information technologies impact in a pervasive way the communication flow of companies, firms, offices (eg electronic mail;
new information technologies are flexible and point to the necessity to investigate the reaction of users.
In classical ergonomics "Human Factor" means to take account of peoples' physiological and psychological characteristics in technology design and use. However, there is a need to consider all the elements of human personality when studying the impact of new information technologies on the social organizational environment. In particular all the variables involved in person to person interaction, the socio-organizational effects and the short and long term effects on user attitudes must be taken into account.
CURRENT STATUS
COST 212's main aim was to define the principal areas of human factors (understood here in its broadest sense), which can be broken down into the following five main issues:
- physical aspect: environment, human engineering;
- syntactic aspect: wording and commands;
- semantic aspect: man-machine dialogue, user-service interaction, user procedures;
- pragmatic aspect: service efficiencies, user needs, etc.
- psycho-social aspect: behavioural situations, user expectations, influence on user attitudes.
In particular to pursue COST 212's goals, HUFIS mainly deals with the pragmatic and psycho-social aspects and to a lesser extent with the other aspects. This approach makes it possible to assist the planning and successful introduction of new services, by assessing their potential use.
It should be stressed that potential use can be considered in different ways:
- Emulation approach
- User-service impact
- Fall-out effects
To examine the proposed topic two working groups (WGs) were set up.
WG1 - User models.
Terms of reference: identify user categories and develop models to consider cognitive and social aspects.
WG2 - Evaluation of user acceptability.
Terms of reference: analyse the acceptability of user interface taking into account the pragmatic and psycho-social aspects.
The main guidelines COST 212 proposed were accepted by different countries, particularly the Emulation approach. In particular RACE 1065 (ISSUE) project and ETSI (TCHF) are going to adopt some of COST 212's suggestions.
