Support centres network for information technology in construction

Ziel

The SCENIC project is an initiative to set up a business best practice network focussing on the Building and Construction Industry.

This industry is a very fragmented one though the impact in the global economy is essential due to its amount of employment, its role in the global welfare of the society. It is a matter of fact that the use of I.T. in practice is low within the actors of this industry and this is contradictory with the huge amount of information handled during the whole life cycle of the products of this industry: the buildings where we all live and work everyday.

A number of research projects are aiming at new advanced information systems for the Building Industry, developing standards and methods. They are led by large companies of the field. Nevertheless most of the companies of the field are small or very small. Their capabilities in taking up new technologies are very low. However, the dissemination of information, across a wide range of small to medium-sized enterprises, has been largely neglected.

The SCENIC project aims at encouraging the adoption of advanced IT in the daily practice of the Construction Industry, especially the large number of SMEs of the sector :
- bridging the gap between computer technologies and civil engineering and construction,
- disseminating the available techniques and new emerging technologies
- helping the SMEs to participate to the developments when necessary and at least to understand the strategic interests.

The ultimate goal is to help less advanced parts of Europe to benefit of the most advanced techniques available somewhere in the European market. The network will provide the different organisations with this knowledge. Then it will help European practitioners to progress like the most efficient ones.

This general goal will be approached through three different kinds of tasks :
- needs and practices acquisition, which includes benchmarking studies to establish best practice, comparisons between EU countries and across sectors, defining progressively harmonized processes producing reengineered business processes.

Furthermore it will help SMEs to express their needs, and build contacts between research teams and practitioners through the national centres.
- research survey, which includes creation of a database for collecting information to form an extensive skill and technology audit of EU Construction IT, evaluation of research results and available IT products. Thus the project will help the research teams to identify the industrial needs and to make contacts in order to draw adequate research proposals. The European extension of the network will provide these teams with numerous opportunities of collaboration.
-dissemination and technology transfer, which include a specific dissemination effort towards SMEs of the sector, training and counselling to improve the use of the available technology or new advanced techniques (e.g. virtual project teams), assist professionals organisations to disseminate the available results, provide up-to-date information and technological survey in a comprehensive manner for the specific targets. This will be achieved mainly by training sessions, seminars and demonstration actions related to the use of IT in construction. The activities may be made either by the national centres (nodes) or by the European level.

Finanzierungsplan

Finanzierungsregelung (oder „Art der Maßnahme“) innerhalb eines Programms mit gemeinsamen Merkmalen. Sieht folgendes vor: den Umfang der finanzierten Maßnahmen, den Erstattungssatz, spezifische Bewertungskriterien für die Finanzierung und die Verwendung vereinfachter Kostenformen wie Pauschalbeträge.
