Reengineering of complex aircraft development processes in distributed environments

The European Aerospace Industry (EAL) can only survive in an increasingly competitive environment through cost effective collaborations. Current practice demonstrates, that about 40% of the overall development costs are accounted for collaboration overhead, harmonization and information exchange, which are in fact non-value adding processes. Significantly, best practice in the US-Aerospace Industry (e.g. Boeing 777) has demonstrated that development costs were reduced by 50% and development times were shortened by 35% through the integration of process management issues, human resource management issues and Information and Communication Technologies(ICT).:

The objective of ROCHADE is the redesign of a R&D process in a pilot project within the EAI, which is characterized through its high complexity and multisite, multi-national dimension by implementing a thorough and profound integration of human resource management, process engineering & management issues and ICT enables to meet clear, quantifiable business goals

To achieve these goals, a classical business process reengineering (BPR) approach will be taken. One core process of the ongoing EF2000 project is the RFA (Request for Alteration) process, affecting the "built standard" of the aircraft during the aircraft life cycle. The RFA process is perfectly suitable for ROCHADE, as each RFA is a small development project. Best practice methodologies and tools as proposed by the ESPRIT Project REWARD will be merged in this pilot process. Project success will be measured at defined yardsticks

Only if non-value added costs, inherent in the EAI, are reduced significantly with a parallel shortening of development times, the EAI, with the associated 370.000 jobs, can stay competitive, maintain and enhance its market share on the global market place

Using best practice methodologies and tools in the environment of multi-site, multi-cultural R&D processes will identify remaining gaps in the applied methods and tools regarding the specific demands of distributed development processes. This will help to improve the chosen methods and tools concerning process management, human resource management and ICT enables in several sectors of European Industry such as automotive, electronics and mechanical engineering. To ensure the experience transfer to European Industries, a road-map "How to reengineer joint-development processes" will be derived from the project diary. In case, the available business best practice methods and tools can be successfully applied, a leap forward can be done in the efficiency of joint-development projects. Thus, the users involved in this pilot will profit from its results and will realize a positive return on investment.

Project Objectives and Results

The overall objective of the project is to improve the capability for the EAI to produce single products in a multi-site, multi-national environment with the help of documented world-class standards in the area of Human Resource Management, Process Management and ICT.
1. Demonstrate and show the ability to adapt and assimilate world-class solutions from other industrial areas, e.g. Electronics, Automotive according to the requirements of multi-site, multi-cultural R&D processes.
2. Carry-out a classical BPR in a selected pilot, integrating world-class solutions identified by the REWARD project.
3. Identify and document the gaps in the applied methods and tools regarding the specific demands of multi-site, multi-cultural interdependent R&D processes integrating the three domains process engineering and management, human resource management and ICT enables.
4. Provide a road map "How to reengineer multi-site, multi-cultural R&D projects". This very pragmatic means will document all experiences made during the implementation of the reengineered structures, advises from solution providers, pit-holes fallen into valuable for other European enterprises facing the same problems.
5. Identify short-comings and strong-points of the implemented (and used for implementation) methods and tools for further process improvement.

The Consortium
The users are Bae, Dasa and CASA; process engineering and management competence is granted by IAO and CGI; human resource management competence is provided by GSM; CGI and SNI serve as ICT-solution providers.
