Ziel
The objective of the project is to develop methodological tools, databases and an applied model in order to assess the effects of EU trade policies on developing countries, and to propose ways of reforming such policies. Particular attention will be paid t o the coherence between the EU trade policy (generalised system of preferences for developing countries, preferential agreements with African, Caribbean and Pacific countries, Everything but arms initiative for least developed countries, etc.), the EU foreign assistance policy and domestic policies such as the EU subsidies and protection for agricultural products, fisheries and textiles. Because external factors such as multilateral negotiations (that will lead to an erosion of preferences granted to some developing countries), agricultural policy developments and new regional free trade areas will modify significantly the relations with developing countries in the near future, a general equilibrium model will be combined with detailed econometric estimates of the determinants and the effectiveness of the EU and quot;trade for aid and quot; policy.
The combination of the competences of the researcher applying for the fellowship (economic modelling) and the those of the host institution, working on socio-economic assessments of the EU policy on developing countries in collaboration with African institutes, will make it possible to combine quantitative/econometric approaches with an intimate knowledge of the local consequences of EU policies.
The project will result in policy recommendations for more effective and coherent policies, including suggestions for the ongoing reform of the Generalised System of Preferences and the Cotonou Economic Partnership Agreements. It will also make large databases available to t he public, lead to academic publications, involve a close cooperation with the various stakeholders, including non- governmental organisations and foreign assistance agencies.
