Multi-site concurrent engineering for large aircraft engineering & support

Rationale : The European Aerospace Industry can only survive in the increasingly competitive environment through cost effective collaboration and by proposing its products at the lower acquisition and in service costs. Airbus partners and subcontractors have been used for years to develop jointly and successfully transport aircraft. However, to win the Large Aircraft competition Airbus partners have engaged a drastic change of their development process towards Concurrent Engineering (CE), which is the key issue as identified by the AIT-Pilot Phase (ESPRIT 7704) to reduce development costs and times.
Current practice demonstrates, that about 40% of the overall development costs of Large Aircraft are based on collaboration overhead, harmonisation and information exchange, which are in fact non-value adding processes.
Need for action : Only if non-value added costs are reduced significantly with a parallel shortening of development times the Airbus partners can stay competitive, maintain and enhance its market share on the global market place of Large Aircrafts. Implementing C.E. in such a European and industrial scale (4 main partners, thousands of suppliers and subcontractors) for such a complex product is an immense challenge. Existing works in C.E. do not address this critical size and complexity.
Objectives : The objective of MUSCLES is to provide a methodology to redesign the development process within the Airbus partners, implementing integration of human resource management, process engineering & management issues and ICT enablers according C.E. principles and using distributed Digital Mock-Up techniques. It will be one of the corner stone of A3XX success.
Delivering the basic skeleton and tools for complex multi-site Concurrent Engineering, MUSCLES intends mainly to change the Airbus multi-site present way of working into a full Concurrent Engineering business. Practically it aims at:
defining the new way of working between partners
delivering a generic model available for DIB like processes (BPR general methodology for Design Integration to Build (DIB) like processes transformation)
delivering a roadmap (including IT standard aspects) for multi-site C.E. achievement
delivering the associated engineering methods and organisation guidelines (generic)
Approach : To achieve these goals, a business process re-engineering (BPR) approach will be taken, focused on the DIB process transformation and supported by an industrial experimentation of new process models. A guide and roadmap towards full multi-sites C.E. will be a key issue to support aeronautical industry transformation.
Results/Exploitation : The expected result is a successful implementation of Concurrent Engineering methods and tools for the development of the new A3XX Large Aircraft between Airbus partners and within all the co-operations with suppliers and subcontractors regarding the specific demands of distributed development processes on a large European scale. Thanks to an active dissemination plan, the Aeronautical sector and other sectors of the European Industry will have a wide access to the results. This will help to improve the chosen methods and tools in the Aeronautical sector and other industries facing such a kind of challenge (ships, train, etc.). The main benefit for European industry resides obviously in the workload created by A3XX activity. To ensure the experience transfer to European Industries, a roadmap and generic guidelines for multi-site C.E. achievement will be derived.
Dissemination : The results will be disseminated to European Industry and the European business community through intermediate supplier workshops, a final working conference and a documentation of the elaborated roadmap and guidelines. A particular dissemination effort is planned towards the entire aeronautical sector (including suppliers, sub-contractors, SME's). Training actions will also be strongly stimulated.
Consortium : The concentrated and fully motivated consortium has the right balance of skills and industrial scope, essential to such a project. The users are AS, BAe, DASA and CASA; process engineering and management competence is granted by IAO, human resource management competence is provided by HUT.
