Opening European Chinese Cooperation on ICT Research

A fundamental ideal and cornerstone of the European system is the pursuit of the single market. This pursuit is not limited to the free flow of goods and services; it also includes the free flow of ideas. ICT research is uniquely positioned in this dynamic, as both representative of and facilitative to the promotion of a single market for ideas through international research cooperation.The China-EU S&T Cooperation Agreement signed in 1998 legally assures the free access of researchers from both sides to Research and Technological Development (RTD) programmes of both EU and China, EU and China experience different realizations of this agreement. On the Chinese side, a variety of exchange programmes and funds are provided to boost joint projects in the RTD. These programmes are dedicated to European scientists, but the full potential of common scientific activities is far from being fully exploited yet.
The main objective of this OpenChinaICT project is to develop a concrete EU-China ICT Cooperation Strategy to provide the necessary framework for strengthening European ICT research cooperation with China. Building on previous initiatives and experience, the consortium will carry out an extensive information gathering effort, which will consist of an in-depth survey of European and Chinese ICT research environments, as well as 4 events in Europe and China covering research and cooperation priorities. These activities will provide the knowledge base for drafting the ICT Cooperation Strategy, which will directly address the EC and Chinese government authorities. The Strategy will contain guidelines and actionable recommendations with respect to the design of effective funding programmes to promote cooperation in ICT research between Europe and China, with an emphasis on mutual access to national research programmes and joint calls.
