Analysis of euro-Regions R and D GOvernance Systems to reach the 3% objective

The project's strategic objective is to promote better and increased R&D investments in participating regions by improving their R&D governance systems and finding a key of coherence between regional, national and European levels to reach the Barcelona target and reinforce the European Research Area (ERA). When analysing their RTD systems, participating regions realised that they faced common problems, notably a lack of coordination between internal players and policies, as well as between all three levels. Thus, these regions confirmed the relevance of the regional governance approach in solving the identified problems, and concluded that the implementation of a public policy aimed at stimulating R&D investments requires a structured governance framework which is able to interact with other regional, national and European players.
To address these objectives, a project Work Plan has been drawn up around 7 Work packages (WP). The ARRGOS project will develop new analysis (WP2) and assessment tools, and also a methodology for addressing regional RTD governance systems (WP3). These elements of the ARRGOS instrument package will allow regions to solve a number of common, as well as specific, problems by exchanging successful practices (WP4) and the implementation of common actions (WP5) and initiating individual and collective development of RTD governance systems on both strategic and operational levels. Policy recommendations (WP6) will be disseminated (WP7) to European, national and regional policy makers (and other key players) to provide them with relevant information and experience and to improve appropriation of the projects' results by RTD stakeholders in the partner regions and by other European regions. The expected mid- and long-term impact of the project is an improvement in the regional R&D investment scenario and an increase in the R&D investment level, and therefore consolidation of the ERA.
