A European ce-based assessment tool for flexible and innovative Window systems

Obiettivo

Within three years time all windows have to be provided with a CE-mark. This means that the performance profile of windows in the whole EU will be uniformly determined. However, the introduction of CE-marking for windows will have a high impact on all local window-producing SMEs all over Europe: it requires the determination of the CE-performance profiles by testing for every window type. Because especially local SMEs manufacture a lot of unique window types, their production costs will rise clearly. This could result in the loss of employment for local SMEs mainly in rural areas, where more than 85% of the window manufacturers are located.

Furthermore, by introduction of CE-marking, tradability and competitiveness in the EU should improved, but due to the different building legislations, processes and traditions in the EU-countries, this still prevents windows to be applied in another EU-country, even when they are CE-marked. The objectives of this proposal are to develop a CE-based window assessment tool that calculates the CE-performance characteristics with clearly less extensive physical testing and to develop a European window interface model that assesses the applicability of a CE-window in a specific project in the EU. To achieve the objectives sophisticated models have to be developed, in which essential window components, and different building processes, traditions and façade legislations in the EU are incorporated.

The models will be developed on the condition that the assessment tool developed can be handled easy by SMEs by designing windows, and a complex version can be used for CE-assessment by notified bodies. The EU-interface model for windows will stimulate to share innovations in window design across the borders. As a result of the optimisation of local windows the innovativeness and the competitiveness of local SMEs will be strengthened. The EU-interface model will ensure both the free tradability and the applicability of windows.
