Final Report Summary - TOPDAD (Tool-supported policy-development for regional adaptation)

Executive Summary:
ToPDAd developed the 'next generation tool set' for assessing the full costs (direct and indirect) of climate change impacts under different RCP (Representative Concentration Pathways)- and SSP (Shared Socioeconomic Pathways)-scenarios, and under different adaptation strategies and measures.
Three key sectors have been chosen as point of departure: energy, transport and tourism.
In order to address local adaptation challenges a set of case-themes related to the above sectors were specified. Partners' own software tools were exploited in the cost assessments which focused on sector-level cost impacts. These sector-level impacts are augmented by macro-level impact assessment where feasible.
The cost indicators produced by the aforementioned assessmeent tools where used as input information in two demonstrations on adaptation decision support where robustness of adaptation strategies in two cases where assessed and visualized in a novel way. The decision support method introduced is called Srategy Robustness Visualization Method (SRVM), and is a hybrid between classical Multi-attribte Decision Analysis (MCDA) and Robust Decision-Making (RDM).
The above methods and results are partly generalizable and scalable to other cases than those studied.
The methods and results are easily accessible by the Interactive Tool developed for the target groups.
By easy access, a wider impact of the project results, is anticipated.
The main target groups are: the policy-maker, the national representative of a specific business sector, and the researcher at a national agency of economic policy analysis. The platform integrates (cost) assessment tools, decision support and uncertainty visualization for consistent ‘what-if’ type of adaptation assessments under distint RCP and SSP scenarios. The platform is open for tool extensions.
The socioeconomic impact of the ToPDAd project is pursued with the following 'products':
• Case studies that show what type of tool-supported adaptation cost assessment is possible with the ‘next-generation toolset’.
• Two Demonstrators of decision support showing how adaptation strategies can be compared against the baseline of no adaptation.
• The Interactive Tool (in relation to the Climate-ADAPT platform) provides a easy access to the cost assessment tools, results and Demonstrations.
• Three policy briefs/factsheets summarize the findings for the target groups identified
• An exploitation plan that identifies partner-specific services for follow-up research and end-user services

ToPDAd's Interactive Tool presents a unique way of integrating sector- and macro-level cost impact tools and results with decision support and interactive visual information management, providing target groups / end-users a platform for learning and using contemporary cost assessment and decision support tools according to the 'one stop shop' principle.

DG Clima is in a key position in deciding to what extent the ToPDAd outputs will eventually be accessible through the Climate-ADAPT platform.

Project Context and Objectives:
The main S/T objectives of ToPDAd are

1. Define the starting point for the cross-sectoral and aggregate modelling of cost impacts (e.g. what energy systems and transport modes will be covered in important adaptation contexts outlined in stakeholder workshops);
2. Develop local impact scenarios (case-themes), based on RCP and SSP scenarios such that they are relevant for the key infrastructure sectors Energy, Transport, and the service sector Tourism;
3. Improve linkages of sector/meso- and macro-level models (bottom-up vs. top-down approaches) such that a joint use of them is consistent in terms of assumptions set;
4. Assess selected adaptation strategies for the sectors and check for possible conflicts with existing EU sectoral adaptation and EU mitigation policies;
5. Implement the developed knowledge base and tool set according to the Clearing House Mechanism concept (CHM) – now called Climate-ADAPT;
6. Engage stakeholders in the context of the Climate-ADAPT through participatory methods as outlined for the Demonstrations.

The three policy briefs / fact sheets produced summarize the achievement along these objectives.
