Final Report Summary - PROMITHEAS-2 (EU-BSEC Energy and Climate Policy Network)

The PROMITHEAS-2 project aimed to establish a network of research entities focussing on national and European priorities regarding energy and climatic policies, so as to mobilise the scientific potential of different regions. The project was not only addressed to members of the European Union, but also to Candidate States and third partner countries.

PROMITHEAS-2 specific objectives were to:
1. define the most promising fields for international collaboration;
2. establish a training and informative mechanism to ensure increased knowledge dissemination to stakeholders and scientists;
3. support the communication and strengthen the international cooperation at an administrative and scientific level.

Four steering committee meetings were initially planned to coordinate the project and monitor its progress. One of them was upgraded to a workshop targeting the scientific community and stakeholders of the public and private sectors. This allowed for the presentation of proposals and the identification of additional potential partners.

Moreover, a series of workshops was organised in countries of the Black Sea in order to increase their cooperation with the European scientific community. The workshops focused mainly on the energy corridor for Caspian hydrocarbons transportation to Europe. Socioeconomic issues related to this project were discussed and their implications to local economies were analysed.

Development of future joint research, mobilisation of human resources and dissemination of research results were facilitated through a range of undertaken activities. PROMITHEAS-2 mainly focused on the transfer of knowledge as a tool for the amelioration of the human capital of the established network. Hence, an important issue was to provide accessible, understandable knowledge to all partners.

A website was developed and regularly updated, while seminars and publications on energy and climate policy were realised. The website success was facilitated by the bimonthly edition of the project newsletter, containing useful links to the site.

However, dissemination was in several cases impeded due to the fact that the project working language was English while the Black Sea countries were more familiar with Russian. As a result, the available electronic and printed material was translated to both languages. This increased PROMITHEAS-2 impact in the sector but also resulted in significant delays.

In addition, four scientific awards were granted to articles published as part of the project. The awards provided a motivation for publications' proposals to the participants, while they highlighted important scientific achievements to the network members.

International cooperation was further enhanced by visits to potential partners in order to motivate their participation and by the organisation of the project final conference. Finally, a proposal for further research and development in the direction of PROMITHEAS-2 was formulated by the project network.
