Biogas for rural communities

Ziel

To identify and implement renewable energy use available in rural communities and areas:
- Project 1 in France: the promotion of landfill gas for energy production to assist the French biogas market towards maturity;
- Project 2 in Landal (Portugal): further integration of renewable energy resources towards 100% renewable energy supply;
- Project 3 in Apeldoorn (Netherlands) :technical, economical and legal investigation based on a biogas CHP completion to determine the take-off and development of biogas distribution.

Project 1
Description of the commercial investigation, and marketing activities:
- Analysis of the French current market situation;
- Lobbying of government and national authorities;
- Transfer of EDL expertise to French market;
- Survey of the French technical and government regulations - adequacy with the ec objectives;
- Implementation of the proposals and projects;
- Review of the projects: optimisation and improvements.

The expected results:
- Perform the French and European electricity open market;
- Save fossil fuel;
- Utilise landfill gas effectively : 110 MTh will be used compare to 1,000 MW for the EEC;
- Decrease the greenhouse emissions (79000 t/year of carbon remove in Europe);
- Generate local and European synergy employment.

Through the analysis of the French market status - regarding the landfill gas to energy use - the energy and EnR market has been studied.
A French survey shows that among a potential of 600,000 annual tep of biogas (sludge, catering waste, landfill gas, poultry) only 150,000 annual tep are recovered.
Main barriers identified that should be lifted in order to allow diffusion and maturity of biogas market or biogas to energy use seems to be:
- Adequacy of the regulation for biogas, identified as fuel for energy production;
- Administrative processing to be improved to assist and facilitate an under control market development;
- Adequacy of the local/regional/government policy for energy resources and EnR with the energy demand.

In a technical point of view, transfer from British partner technology, EDL, to France is quite satisfactory. Implementation of projects are ongoing. Last 2 phases to undertake/follow are lobbying and project review to stimulate a long term development of biogas.

Project 2:
The work program involves the following phases:
- Characterisation of Landal's heat and fuel demand;
- Evaluation and characterisation of the available regional renewable energy resources;
- Identification of the best technical options for matching the available renewable energy resources to Landal's heat and fuel demand;
- Economical, environmental and social cost-benefit analysis of the identified projects;
- Identification of promoters and definition of adequate management and financial plans for the implementation of the identified projects;
- Preparation of call for tender documents for the identified projects;
- Promotion and dissemination of the results for future replications or follow-up actions.

The expected results:
The main outcome of this action will be the definition of all the necessary technical and non-technical (legal, financial, management) specifications for the development of different projects to further use the region's renewable resources to satisfy Landal's heat and fuel demand.

Phase I and II are completed and allowed to estimate the overall heat demand for Landal in about 800 tep/year, as primary energy. In terms of renewable, Landal has a great potential currently being wasted, nearly 1500 tep/year, energy enough to satisfy Landal's heat needs.
Currently it is being analyse, in terms of economical, environment and social cost benefits, the best technical options defined for the valorisation of Landal renewable in terms of heat.

More specifically: (a) implementation of a biomass valorisation chain from collecting to utilisation; (b)production and integration of energy crops; (c) utilisation of solar energy; (d) use of biodiesel in farming and transportation vehicles; (e) upgrading biogas to natural gas standards for remote use.

Estimated results point at an overall payback time for the future projects of about 5 years, based on annual energy saving of 2.800 toe. Additional benefits are in terms of 12.000 tonnes CO2/year and creation of, at least, 8 direct jobs, besides promoting regional and social development.

Project 3
- Analysis and integration existing studies concerning production of biogas out of biomass in Apeldoorn;
- Evaluation existing Montech installation (France) and knowledge transfer by Solagro;
- Problem definition;
- Data gathering and structuring;
- Analysis of data and conclusion;
- Dissemination of the results through internet, information centres and international networks;
- Evaluation through questionnaire concerning workshops and studies that have been undergone;
- Gaining insight in the bivalent system of the operating supply energy side projected on the long term aim;
- "Apeldoorn, energy-neutral City 2020";
- Development of energy demand side scenario's.

Expected results at an international level:
- the improvement of the ratio conversion of primary energy to useful energy for biogas plants;
- better global balance in terms of energy, environment, and economy for biogas use;
- dissemination of a common strategy, best practice including local differences and bottleneck.
