Obiettivo
Overall objectives: a. to aid social housing providers in carrying out PV promotion and implementation activities, and b. to develop a strategy for the promotion and implementation of PV in social housing for the partners' countries. Specific objectives: (i) to carry out a survey of existing PV in social housing projects, and of current policies and strategies within both government and organisations providing social housing (ii) to analyse the survey results (iii) to draw up guidelines for social housing providers planning to implement a PV project (iv) to identify financing schemes appropriate for social housing providers (v) to establish a strategy for a successful promotion and implementation campaign "PV in Social Housing" for each of the participating countries (vi) to achieve wide dissemination of the guidelines and of the strategy documents within EU member states.
Description:
The main activities of the proposed action are:
i) Conducting a survey on existing and completed projects or programmes which have aimed to promote and implement PV in social housing. The proposed action will look at a number of PV in Social Housing projects in five different countries and analyse them tot identify successes and failures. The second part of the survey will look at existing policies and strategies of various levels of government as well as of social A1housing providers;
ii) Analysis of the survey results in order to identify the advantages and disadvantages of the different projects, programmes, strategies and policies; main issues; problems encountered and successful measures; differences and similarities between different countries;
iii) Development of guidelines for social housing providers planning to implement a PV project, which will help social housing providers such as local authorities, housing associations, etc. to plan their own PV project, to obtain help with funding, to maximise benefits both for their organisation and for the tenants, etc. Experiences from other countries, best practice and pitfalls, will be taken into account;
iv) Identification and compilation of possible financing schemes appropriate for social housing providers. This will also look at related issues such as sale of electricity under green tariffs;
v) Development of a strategy for a successful promotion and implementation campaign "PV in Social Housing". An appropriate individual strategy will be devised for each of the participating countries. The strategies developed will be able to serve as a model for the development of similar strategies for other EU member states, taking country- specific conditions into consideration;
vi) Dissemination of the guidelines within EU member states, which will lead to increased implementation of PV in the EU. The national strategies will be disseminated to relevant policy and decision makers. It is planned to hold dissemination workshops in each of the participating countries. A multilingual website will be constructed, with links to and from relevant sites.

Website The project will provide the following main direct benefits: Assistance for social housing providers with future PV projects (through the guidelines and the information on financing schemes) A strategy for the promotion of PV in social housing will be available for each country, which will benefit policy makers.
