Public technology procurement as a strategic innovation policy mix instrument

Objetivo

The OMC-PTP initiative will be a network of policy actors aiming at the exchange and learning on public technology procurement procedures (PTP) and their implementations. PTP is considered by the OMC Expert group on policy measures to be the most powerful tool in the array of policy instruments needed to achieve the Lisbon 3 % target. However, most countries are struggling with the implementation of PTP in the context of the procurement directive 2004/18/EC. Case IV of the OMC/SME expert group has delivered the state-of-the art on PTP in different Member States.

A recent EU report provides a number of important recommendations, of at which at least a number will be addressed in this project, such as:
- Conduct a review of current procurement practices against the best practices;
- Member States, as part of their efforts to benchmark progress towards the 3&D investment target, should seek to develop indices of innovation in public policy supply markets;
- Survey the use of IPR clauses in public contracts, and the impact on public and commercial exploitation of intellectual property developed in these contracts.

The report concludes that _a major opportunity exists for Europe to advance its highest priority policy goals, and achieve the twin objectives of an R&D driven innovative and competitive economy on the one hand and first class public services for its citizens on the other. However, to realize this opportunity requires both high-level political commitment and detailed changes of practice within the procurement community and those who work with them.

Therefore we aim to:
- establish a network of relevant innovation policy actors
- continue exchange of experience
- develop common methodologies (toolbox/manual)
- achieve alignment/coordination of relevant policies
During this action some partners will set up PTP pilot cases in their respective countries, introducing a 'learning by doing' dimension to the project.
