Objective
The strategic objectives addressed through the CATM project are to increase system capacity, improve efficiency and predictability of the European Air Transport System while contributing to the maximisation airport operating capacity whilst maintaining or improving today's safety levels. This will be achieved through the adoption in service of co-operative systems and processes that will optimise task distribution between air and ground actors, improve decision making through sharing of common date across the system, optimise system capacity flow management and 4-D trajectories and contribute to a better situational awareness of air and ground actors.
This Project therefore addresses both the airborne and ground segments of a collaborative ATM system, encompassing CNS/ATM concepts and capabilities such as ASAS procedures, 4-D FMS capabilities and trajectory planning, air-ground data-link, interoperability, System Wide Information Management, Advanced tools to support Separation Management, Flight Data processing and Flow Management and some initial Collaborative Decision Making applications. The Complete project will be conduced in three phases. In Phase 1 which is the purpose of the present proposal, the project will start with an Operational Concept integration phase, coupled with benefit assessment and focused fast time simulations tasks out of which the most effective enhancements of the air ground systems will be selected and defined for implementation in phases 2 and 3.
In addition to the definition of the operational and technical baseline that will be implemented in phase 2 and 3, phase 1 will also include the definition of implementation and validation plan for phases 2 and 3. Air Traffic Service Providers will establish preliminary transition plans to support live trials performed within the C-ATM project and to pave the way for large scale trials and future operational deployment.
