EU and UN planning for crisis management and peace building: Promoting best practice and inter-institutional learning

Ziel

The EU has pledged to strengthen its crisis management capacities for use in UN operations or under a UN mandate and improve EU-UN co-operation in the security field. The project will directly address these policy objectives by exploring how the EU can improve the planning of its crisis management capacities so that they are compatible with best-practice in peace building and crisis management, provide opportunities for EU-UN inter-institutional learning, and promote synergies and interoperability with UN actions in the field.

The project focuses on the planning dimension of crisis management and peace building and employs a comparative EU-UN approach. It adds value to existing research findings in the fields of EU integration, European security, UN peacekeeping, and peace studies by adapting practical lessons learned in the UN context to the development of EU planning structures, procedures and working methods. The methodological approach involves literature reviews, structured interviews and workshops. It brings together the study of international organisations with state-of-the-art research findings on best practice across a wide spectrum of disciplines including: peace keeping doctrine, civil-military relations, international policing, security sector reform, disarmament, demobilisation and reintegration of soldiers and post-conflict reconstruction.

The project will enable the researcher to gain a doctoral qualification and expand hermethodological and substantive expertise. It will also result in the publication of a comprehensive book on the subject as well as a number of policy-relevant reports. One such report will serve as a feasibility study in relation to the establishment of a European External Action Service, exploring how the proposed EU institutional reforms could pro mote a more integrated and multi-dimension alapproach to the planning of crisis management and peace building activities.
