Cloud of public services

Current situation
The Smart City concept and the idea of making an efficient use of the data generated by citizens in their daily activities have been around for almost a decade. In a middle-term view, cities were expected to turn into places where both everyday lives would be pretty much easier and connections between citizens much more useful.
However, despite its potential, very few successful examples of these new cities have been made public.
The problem we need to handle
One of the main reasons that would explain this little advance of the Smart Cities would be its deploying and maintenance cost. When it comes about deploying and maintaining Smart Cities cloud services, local governments certainly have a crucial role to play. Not only should they be aware about the virtues of these services, but also should make a strategic bet and invest. Unfortunately, although the level of awareness, the majority of city councils have had their budget cut down due to the economic crisis.
In Today's world every city is struggling to invest and deploy their own services and infrastructures through platform specific solutions. Are these vertical per city solutions sustainable? Is there any other more sustainable model than this one based on solutions on private clouds?
Ownership and maintenance of a single platform is in these days an important cost, which not all the cities are now in a position to make the proper investment and consequently the increase of their debt.
In the case that cities would deploy Smart Cities services over a private cloud, wouldn't be more efficient to replicate such services and platforms to several other cities to share the investment and related maintenance costs over a public cloud?
The solution we propose is to develop a set of tools that will allow Public Administrations to share their services in the cloud, in order to allow them to reduce investment and expenses thanks to an aggregate demand, and the measurement and control of costs.
