Executive Summary:
The superior idea of the BIO-TALENT project was to integrate the Institute of Plant Genetics, Polish Academy of Sciences (IPG PAS) in the European Research Area, enhance research competence and performance, generate an increase of knowledge, visibility and intensity of collaboration (existing and new) and establish long-lasting partnerships between academia and industry. Special attention has been paid to strengthening ties with high quality research institutions and Polish end-users (farmers, breeders, agricultural advisers, industry and government). The funds allocated to this project have made possible to employ top-class experts with qualifications indispensable for the implementation of the long-term Institute's Development Strategy as well as to purchase the unique software and equipment contributing to better research performance. With the project accomplishment, the Institute has gained a competitive research potential to conduct interdisciplinary research on molecular genetics, genomics, resistance to stresses and bioinformatics at the Department of Integrative Plant Biology. The employment of Innovation Broker played a key role in this project, as cooperation with private sector and technology transfer must be coordinated by an experienced specialist. The project objectives have been achieved through a coherent set of actions: recruitment of the ERA CHAIR holder and the BIO-TALENT team, international and intersectoral collaboration, twinning and networking, knowledge transfer through workshops, seminars and lectures, participation in conferences, exchange of know-how and experience, study visits and training stays to transfer best practices, secondments to private sector as well as wide promotion of the project and various outreach activities.
Project Context and Objectives:
The BIO-TALENT project has aimed at supporting of the development of international interdisciplinary research department whose activity have brought the top quality research and innovation to the IPG PAS. The overall objective of the BIO-TALENT project was to integrate the IPG-PAS with the European Research Area and strengthen its excellence through fostering human, partnership and technological capacities.
The BIO-TALENT project had six major objectives:
1. Upgrading research policy and enhancing internal and external cooperation
2. Upgrading human capacity through employing experienced researchers and creating a new generation of European researchers
3. Enhancing scientific excellence
4. Upgrading material capacity and research performance through purchasing the most recent software and high-tech equipment
5. Enhancing the Institute’s visibility, cooperation and networking
6. Building up capacity for the improved success rate of the IPG PAS in Horizon 2020

Project Results:
The BIO-TALENT project has received funding from the European Union’s Seventh Framework Programme for research, technological development and demonstration under grant agreement no 621321. The project proposal was submitted in the pilot ERA Chair call in May 2013. As this is a coordination and support action type project, no research has been funded. The first task of newly employed researchers was to obtain funds for research. Most of them come from the National Science Centre in Poland that supports basic research.
Potential Impact:
The BIO-TALENT project has brought benefits both for the Institute of Plant Genetics, Polish Academy of Sciences, its academic staff, research community in Poznań as well as local economy and society. It allowed to attract and maintain an international group of researchers, invite numerous top researchers to provide lectures and workshops, improve transferable skills during IPR seminars and soft skill workshops. Institute's research performance and world-wide visibility have been improved. What is more, new collaborations (national, international and intersectoral) have been made. Additionally, the BIO-TALENT project has stimulated international and intersectoral mobility. The set of actions undertaken within the framework of BIO-TALENT project had an impact not only on individual researchers of the Institute of Plant Genetics, Polish Academy of Sciences, but also contributed to European Research Area. The BIO-TALENT project has contributed to the overall objective of the Capacities work programme of "Stimulating the realisation of the full research potential of the enlarged Union by unlocking and developing existing or emerging excellence in the EU's Convergence regions and Outermost regions, and helping to strengthen the potential of their researchers to successfully participate in research activities at European Union level" by creating an interdisciplinary Department of Integrative Plant Biology chaired by a leading researcher (ERA Chair holder) and comprising an international team of high-quality researchers. Thus, this project has addressed social and economic challenges listed in the Europe 2020 strategy.
The BIO-TALENT project has addressed this impact through various activities leading to the enhancement of research excellence and increase in research competitiveness.Such activities as exchange of best practice, know-how and experience, twinning, networking and intersectoral secondments have significantly contributed to the quality of research performed at the Institute of Plant Genetics PAS. Moreover, international and intersectoral cooperation as well as integrated approach to research together with the international composition of the BIO-TALENT team led the Institute to the position of an active player in Horizon 2020. Research and innovation are fundamental drivers of competitiveness, jobs, sustainable growth and social progress as the Innovative Union initiative states. Therefore, a close co-operation between academia and industry within this project led to the increase of innovation potential, finally -resulting in sustainable economic growth. The BIO-TALENT project has unlocked the potential of researchers and management staff to be more involved in the activities and interactions of the “knowledge triangle”. Noteworthy, the IPG PAS is the only institution in Europe that has been granted the ERA Chair project twice. On September 1, 2019 a H2020 ERA Chair NANOPLANT project has started. It is coordinated by dr Franklin Gregory, a senior researcher in the BIO-TALENT project.
