Research Organisations' Cooperation in Advanced Training and Research in IC Design

Ziel

To increase their capabilities in advanced microelectronics design and technology, European research organisations are co-operating in the specification and procurement of a common base of facilities for advanced training and research. This coherent microelectronics design environment will be widely accessible and will be designed to promote co-operation and exchange of expertise and information between the electronics departments of the organisations and with academic institutions and industry. Within the Community-wide co-operative framework the exchange of researchers will be fostered and coherence in training will be promoted. Young engineers will gain from early exposure to industry-standard and advanced VLSI design methodologies and resources. Increased interaction with industry will be facilitated, especially with SMEs, thus encouraging technology transfer and enhancing the opportunity to exploit research results.
A user group is being created to facilitate the specification and procurement of common services for information technology (IT) training and research in European publicly funded research organizations. The resulting coherence of approach, coupled with close collaboration is designed to increase cooperation between the research organizations and between them and academic institutions and industry.

A technical working group has been established to provide a focus for the activities of the group. It is engaged in establishing the Research Organizations' Cooperation (ROC) as a widely recognized user group with its own identity, objectives and requirements. The priorities in pursuit of this object are:
the expansion of the ROC to include other appropriate research organizations with a variety of main objectives from a number of Community countries;
the specification and coordinated central procurement of the common services required for present and future plans for IT training and research;
the enhancement of the interaction between research organizations, and with academic institutions and industry.

The technical working group is presently in contact with EUROCHIP, the service consortium of the ESPRIT very large scale integration (VLSI) Design Training Action, to gain maximum benefit from the latter's expertise and experience in the procurement of services and to ensure that the services selected are consistent with those in wide use.
ACTIVITIES

A technical working group has been established to provide a focus for the activities of the Group. It is engaged in establishing the ROC as a widely recognised user group with its own identity, objectives and requirements. The priorities in pursuit of this objective are (i) the expansion of the ROC to include other appropriate research organisations with a variety of main objectives from a number of Community countries (ii) the specification and co-ordinated central procurement of the common services required for present and future plans for IT training and research and (iii) the enhancement of the interaction between research organisations, and with academic institutions and industry. Over three years a new coherence in the use of advanced microelectronics among the Community's research organisations will be pursued. The technical working group is presently in contact with EUROCHIP, the service consortium of the ESPRIT VLSI Design Training Action, to gain maximum benefit from the latter's expertise and experience in the procurement of services and to ensure that the services selected are consistent with those in wide use. Co-operation and the promulgation of information and experience will be promoted by mailshots, seminars and workshops. The exchange of personnel, especially young engineers and research students, will be encouraged.

POTENTIAL

The advent of the ROC, with the technical working group as its focus and interface, will permit increased collaboration with other CEC programmes. The ROC offers for the first time the prospect of an integrated and coherent framework for VLSI and systems design which will enhance the quality and cost effectiveness of European research, encourage increased and more relevant training and establish a means for increased collaboration, technology transfer and exploitation of research results throughout the European Community.
