Obiettivo
The aim of the project is to design and develop a model supported by an appropriately designed data base which will allow improved analysis and identification of accident causes in the steel industry.
This will be achieved through analysis of the links between the main causal factors in accidents to allow these to be pinpointed more accurately, thereby providing a basis for effective preventive action.
The project has been developed around analysis of essential concepts from which useful conclusions can be drawn. Analysis included factors associated with the manner in which accidents occur, material agents involved and the effects on both workers - injuries caused and their location - and the production process - through analysis of the causes due to the design and organisation of work.
The study involved designing protocols containing all the information relating to the various factors which caused the accidents, then introducing this information into a data base where they were sorted, sifted and classified in order to carry out a statistical multifactorial analysis of the causes of accidents and to draw up an alphanumeric and graphics system showing the various types, agents, injuries and location of injuries occurring in occupational accidents, analysis of the correlation between causal factors and other information useful for analysis, such as, for example, work days lost through accidents, time of accident, duties at workstations and operative practices derived from the safety instructions to be followed, etc..
It is hoped that use of the system will bring twofold benefits. From the social point of view, it should bring about an improvement in working practices, since analysis of the causes of occupational accidents may result in criteria for training in preventive action for both management and workers.
From an economic point of view, it is hoped that the number of accidents will be reduced through improved analysis of their causes, resulting in a reduction in working days lost and fewer injuries and disruptions of the production process.
Safety must be regarded as an integral part of the production process and therefore be given the same degree of consideration as production, quality control etc, which means effectively bolstering safety management.
The volume of data to be processed to allow priorities to be established for effective prevention, and the legal obligations under Ministry of Labour and Social Security regulations on analysis and notification of industrial accidents, have created the need for an interactive data base as an effective tool to aid secure decision making in the prevention of industrial accidents. This project therefore falls within the scope of the current First Joint Research Programme on Safety in the ECSC Industries, which states in the chapter on general safety requirements: 'Data processing has improved identification of which elements contribute to accidents and the greatest benefit must therefore be drawn from it. Research must therefore be directed to the analysis and presentation of accident data with a view to deriving the best and most useful methods for determining the cause of accidents. The establishment of data bases permitting analytic study will be encouraged".
