PJ19 was launched on 8-9 November 2016. The first year (2017) was dedicated to the preparation of guidelines, steering principles and frameworks and their training courses, the second year (2018) provided evidence on the benefits of this work with increased maturity in the input (Solution contribution and the output (PJ19 content integration and deliverables). 2019 demonstrated the SESAR Programme acceptance of a systematic application of these frameworks. This was not obvious at the beginning, as for example the solution Grant missed the architecture work description. For example, the EATMA now contains 84% of the SESAR Solutions modelled when at the start of Wave 1 only 30% were described. The performance framework applied SESAR-wide enabled the creation of the 2019 edition of PAGAR recognised as the first ever document giving a realistic overview of the SESAR solution performance.
In parallel, PJ19 was involved in the SESAR2020 ramp up phase with the major contribution to the SESAR2020 Briefing sessions, set-up of the Maturity gates, cooperation with requirement management (PJ22) for the synchronisation of the two tools MEGA and SE-DMF and cooperation and contribution to the Master Plan and dataset Campaign.
In 2019, PJ19 run at full speed with a community of Solution experts trained and regularly coached on the EATMA (Architecture) and Performance (including Cybersecurity, Safety, Human Performance). This lead to more mature documents not only in the solutions but also in PJ19.
PJ19 tailored its deliverables edition 2019 to serve as baseline for Wave 2: CONOPS, ADD, RSIT and Service portfolio, VALS and of course the PAGAR, also 2019 Performance Framework and Architecture Framework.
A considerable amount of effort was allocated to the masterplan campaign, being on the contribution on roadmaps (in particular the CNS Roadmap), the overall assessment of the Deployment scenarios and the dataset 19 and DS19P exclusively focussing on the updates required to complete the Master Plan level 2 and the deployment scenarios roadmaps.
PJ19 contributed to 34 maturity gates, mainly at V3 maturity level by providing advanced assessment and when necessary coaching (2 month before the gate). This had the advantage not only to increase the chance of success for the solution to pass the maturity gate but also to improve in return the quality of the input for the EATMA and the PAGAR and clarify change request for the Master Plan deployment scenarios.
The work on Cybersecurity continued with dedicated coaching and assessment sessions (43) for solutions identified as in need of a cybersecurity assessment. The guideline set up in 2017/18, the SecRAM methodology was applied.
Finally, PJ19 produced a certain number of documents to update the current guidelines: a new version of the Steering Principles including performance principle for a stronger performance oriented approach; an updated version of the Safety guidelines to adapt to the evolution of the European regulation; an updated version of the human performance to take into account the evolution of the programme and an updated version of the Environment assessment guidelines to prepare to the challenges of the aviation footprint.
