Periodic Reporting for period 2 - EURITO (EU Relevant, Inclusive, Timely, Trusted, and Open Research Innovation Indicators)

Innovation sits at the heart of the Europe 2020 strategy, which sets an agenda for growth and jobs aimed at making the EU more competitive, productive and sustainable. In order to design and implement high-impact interventions that deliver this agenda, R&I policy makers need access to the right evidence, including timely and precise R&I performance indicators capturing key aspects of the innovation system. Although policymakers already have access to a wealth of evidence, existing R&I performance indicators are predominantly based on business surveys, and R&D outputs such as patents and publications with limitations that restrict their usefulness for policy.

The data revolution which is transforming economies and societies offers significant opportunities to transform R&I policy with a new generation of more relevant, inclusive and timely indicators than those already available, potentially enabling better decisions with bigger (and better measured) impacts. However, concerns about the representativity, accuracy and inclusiveness of new data sources and methods is slowing down their acceptance. In order to overcome this, the EU Relevant, Inclusive, Timely, Trusted, and Open Research Innovation Indicators, EURITO project brings together a consortium of organisations with expertise in R&I policy, big data analytics and machine learning, and data visualisation with the goal of taking new data sources and methods from the periphery of R&I policy to its core. To achieve this, we are adopting a robust stakeholder engagement processes to discover R&I policy user needs, and turn those into R&I analytics pilot cases which address those needs with Relevant, Inclusive, Trusted and Open indicators. We will then validate these indicators and develop interactive visualisation tools to disseminate findings and encourage further exploration of the data.
The current reporting period (Project Months 1 – 12; 1st January 2018 – 31st December 2018) encompasses tasks undertaken to complete Work Package 1 – Scoping and Work Package 2 – Exploration as well as and continuous activities required by Work Packages 5 – Communication, Dissemination and Exploration, 6 – Project Management and 7 – Ethical Management. Within this report, we will show that over this time, we have implemented a strong infrastructure for effective project management, communication and monitoring, as well as the development of a robust foundation of policy and data research that will inform the rest of the project.

A brief overview of the work achieved during the current reporting period includes:
• Scoping Research and Innovation (R&I) policy user needs, through a review of the literature, conceptual development of data audit framework and continual stakeholder engagement.
• Continued identification of candidate areas for ‘RITO’ pilots through the robust knowledge development and engagement of stakeholders.
• Solid development of the project infrastructure to ensure efficient, effective and impact-oriented implementation of the project objectives.
The EURITO project provides an exciting opportunity to consider a vast range of data sources that might be analysed to better understand and monitor the R&I landscape in Europe. Over the past year, we have engaged with policymakers and data stakeholders to discover the ket R&I policy user needs across the policy cycle. This has culminated in the development of 8 exploratory pilots.The range of research questions, data sources and methodologies featured in our pilot portfolio demonstrate the breadth of opportunities to use new data sources and methods to develop RITO indicators for innovation policy in the EU. We will continue exploring these opportunities at a larger scale for a subset of the pilots in the next stage of the project.
