Support for the Intergovernmental Panel on Climate Change to facilitate the preparation of its Sixth Assessment Report

Periodic Reporting for period 3 - IPCCAR6 (Support for the Intergovernmental Panel on Climate Change to facilitate the preparation of its Sixth Assessment Report)

Berichtszeitraum: 2020-10-01 bis 2022-03-31

The Intergovernmental Panel on Climate Change (IPCC), which has been jointly established by the United Nations Environment Programme (UNEP) and the World Meteorological Organization (WMO), has been given the mandate to assess scientific information related to climate change, to evaluate the environmental and socio-economic consequences of climate change and to formulate realistic response strategies. The IPCC reviews and assesses the most recent scientific, technical and socio-economic information published worldwide relevant to climate change. It does not conduct research itself.

The overall objective of the action is to contribute to the production of more accurate scientific information in the Sixth Assessment Report (AR6) to drive global climate change policies. In addition it will include the organization of high-level dissemination events for IPCC reports in Europe.

The specific objective is to ensure proper involvement of developing country experts, experts from countries with economies in transition, as well as experts from EU countries, whose governments are unable to provide appropriate funding, consistent with IPCC practices, in the preparation of the AR6 and the targeting of policymakers and other stakeholders in order to provide timely, high quality and policy relevant information and strengthen the science-policy dialogue on climate change.
SR15
The Third Lead Author Meeting on the Special Report on Global Warming of 1.5°C took place in Malmo, Sweden from 22-28 October 2017. The meeting was held to prepare the Second Order Draft (SOD) and advance the preparation of the Special Report based on nearly 13,000 comments received from the expert review from the First Order Draft (FOD). The meeting was hosted by Swedish Meteorological land Hydrological Institute.

The Fourth Lead Author Meeting on SR15 was held in Gaborone, Botswana from 9-15 April 2018. The purpose of the meeting was to prepare the final chapters of the report based on 25,600 review comments received from the SOD. It was also to prepare the second draft of the Summary for Policymakers (SPM). The meeting was hosted by the University of Botswana.

The 48th IPCC Plenary Session was held in Incheon, Republic of Korea from 1-6 October 2018. The meeting was held to accept and approve the Summary for Policymakers of the Special Report on Global Warming of 1.5°C. The SPM will serve as a key scientific input into the Katowice Climate Change Conference to be held in Poland in December 2018 when government review the Paris Agreement to tackle climate change. The meeting was hosted by the Korea Meteorological Administration.

A high-level outreach event was held in Hanoi, Viet Nam on 10 October 2018 to disseminate the findings of the Special Report on Global Warming of 1.5°C and to discuss Viet Nam’s response to climate change. The event was attended by policymakers and representatives from development partners, the private sector, civil society organizations and the media.

The IPCC held a series of side events during COP-24 in Katowice, Poland in December 2018 to disseminate the findings of SR15. Dissemination events, with a focus on regional themes, also took place at the IPCC Pavilion.

SROCC
The Second Lead Author Meeting on the Special Report on the Ocean and Cryoshpere in a Changing Climate (SROCC) took place in Quito, Ecuador (12-16 February 2018). The aim of the meeting was for the chapter teams to begin developing the First Order Draft (FOD).

From 23-27 July 2018 the Third Lead Author Meeting on SROCC was held in Lanzhou, China. The meeting was held to primarily begin work on the Second Order Draft (SOD) while incorporating the comments received from the Expert Review.

The Fourth Lead Author Meeting on SROCC was held in Kazan, Russia from 4-8 March 2019. The meeting was to begin preparatory work on the final draft of the Summary for Policymakers (SPM) of SROCC where Government and Expert Reviews from the SOD will be incorporated. The final draft is scheduled to be submitted for Government Review from 14 June 2019 to 9 August 2019. The final version of the SROCC SPM will be submitted to the 51st Session of the IPCC in September 2019 for acceptance/adoption/approval.

The SROCC was accepted, adopted and approved at the 51st Session of the IPCC, Monaco, 20-23 September 2019.

Three AR6 4th Lead Author Meetings were held, as follows:
The Working Group I meeting was held from 6-19 February 2021 in virtual format. The aim of the meeting was for the chapter teams to begin developing the First Order Draft (FOD). During the meeting, a number of cross-chapter breakout groups were held to focus on issues of gaps, overlaps and chapter boundaries. The FOD was circulated for Expert Review from 4 May to 29 June 2018.

Working Group II held its meeting virtually from 1-12 March 2021. The meeting was held to begin work on the Second Order Draft (SOD) while incorporating the comments received from the Expert Review. The Government and Expert Review of the Second Order Draft was held from 16 November 2018 to 11 January 2019. During the eight-week review period 471 Expert Reviewers, 35 governments and the European Union submitted 16,137 comments.

The meeting of Working Group III was held in virtual format from 9-23 April 202. The purpose of the meeting was to begin preparatory work on the final draft of the Summary for Policymakers (SPM) of SROCC where Government and Expert Reviews from the SOD were incorporated. The final draft is scheduled to be submitted for government review in June 2019. The review window will be open from 14 June 2019 to 9 August 2019. The final version of the SROCC SPM will be submitted to the 51st Session of the IPCC in September 2019 for acceptance/adoption/approval.

Three approval/acceptance/adoption plenary sessions were held in virtual format, as follows:
The 54th Session of the IPCC was held from 26 July – 6 August 2021 in Paris, France. The Working Group I contribution to the AR6 “Climate Change 2021: The Physical Science Basis” was approved/accepted/adopted.

The 55th Session of the IPCC took place from 14-25 April 2022 in Berlin, Germany. The Working Group II contribution to the AR6 “Climate Change 2022: Impacts, Adaptation and Vulnerability” was approved/accepted/adopted.

Lastly, the 56th Session of the IPCC was held in Surrey, United Kingdom from 21 March – 1 April 2022 to approve/accept/adopt the contribution of Working Group III to the AR6 entitled “Climate Change 2022: Mitigation of Climate Change”.
The principal impact of the action will be to enhance policy-making with respect to climate change, including in developing countries. The main audience of IPCC reports is policymakers, international, national, regional and local. IPCC reports are policy-relevant, without being policy-prescriptive. The contributions of Working Groups, on impacts, adaptation and vulnerability, and on mitigation, will be of particular practical relevance to policymakers in a range of areas, from disaster risk management to policy on renewables.
