Publishing of 2 webinars along the content of the capacity building trainings

The webinar will cover a concise presentation of content of the capacity building trainings and will be published in the same timeframe as the trainings.

Financing matrix concentrating on EE financing mechanisms and potentials

Overview of financing frameworks in place at national and regional level and an analysis of financing sources and relevant actors involved in energy project investments. The overview will be completed by an outline of local energy project initiators (private/public) and characteristics of typical energy projects developed in the partner regions.

E-FIX Toolbox incl. manual for self-directed use with an update according to user feedback

The E-FIX Toolbox will include training material, which was used in the capacity building seminar and improved according to the participants’ feedback, as well as project outputs specifically prepared for the Toolbox, i.e. catalogue of evaluation methods for energy projects (D2.1) and standards for innovative energy financing mechanisms (D3.1).

Training material in local languages

The training material for the local trainings of the E-FIX ambassador will be developed according the set out training content of the curriculum. The material will mainly include presentation slides but also practical exercises with according trainer instructions.

Organisation of 6 stakeholder events/study visits in the partner countries to present and review the Pilot Financing Campaigns

Stakeholder events will be organised in the form of study visits directly using a “show and tell”-approach. Participants will come from the groups of stakeholders, which could be potential implementers themselves and national/regional policy-makers/public authorities, which could facilitate an even greater roll-out of the tested mechanisms. The outcomes of the study visits will be documented by a summary report including a list of participants, participant feedback, pictures.

Press release and report on final conference

The final conference will be designed as EU-wide dissemination event and is planned to take place in PL and will be coordinated by the communication officer with support from all PP.

E-FIX Roadmap on Innovative Energy Project Financing until 2030

The Roadmap will define long-term and transnational goals for successful financing of energy project until 2030. In the process key stakeholder groups will be brought together to consider how different aspects of the financial environment on local, regional, national and transnational level impact investments for energy projects and how innovative financing mechanisms might have an influence. The Roadmap will have a special focus on energy targets following 2020 considering how and to what extend the 2020 goals were reached, which is expected to be an actual point for discussion at the time of the publishing of the Roadmap (01/2021).

Energy financing standard for national and transnational EE financing

The energy financing standard will be developed in the form of a catalogue of quality criteria with regard to alternative financing sources and financial feasibility of energy projects. Commonly agreed standards will be the basis for future action and a sustainable implementation of the financing mechanisms.

Report on establishment of Energy Financing Competence Centres in the partner countries

Report will document the results of the establishment of the individual Energy Financing Competence Centres including their specific focus and how this responds to the regional demand of the target groups as well as a plan how the continuous operation will be ensured.

Report on pilot financing campaigns, results and measured impact

The pilot financing campaigns will be accompanied by a continuous monitoring process, using success indicators defined beforehand and a peer-review process between the project partners. Lessons learned from the pilot campaigns, barriers encountered and corrections carried out will be summarised in this report.

Training curriculum for capacity building trainings

The curriculum will include the outline both for the internal train-the trainer seminar as well as for the external training sessions. The curriculum will define quality criteria regarding the covered content, used training materials and teaching methods.

Compendium of at least 40 articles published in print / online media at national/regional/EU level

At least 6 articles and other media contributions will be published in each partner country in national or regional media. At least 3 publications in European target group publications will be coordinated by the communication officer and the coordination office.

Individual gap analyses regarding innovative energy financing mechanisms for each partner country

The objective of the analysis is to support or adjust the preselection which was done at this time of the project more than 1 year ago. If the preselection proves to be no longer relevant this gap analysis will show and adjust the target parameters if necessary. The individual gap analysis will be elaborated by the PPs with methodological support from the WP lead. In particular, it will quantify the implementation gap addressing that available knowledge is not translated into action due to policy or operational barriers. The results of the gap analyses will be presented in the form of an approach for addressing identified barriers, political, regulatory, organisations, social, regarding the roll-out of these financing mechanisms.

Catalogue of evaluation methods for sustainable energy projects to be published as online report or database

As a compilation of evaluation methods and feasibility criteria for energy investments the catalogue will consider territorial differences in investment costs, energy prices and current capital costs and analyse the respective influence on financing options. It represents the energy technology-specific part of the E-FIX Toolbox.

Documentation of roadmapping process

The roadmapping process and results of various stages will be documented and made publicly available via the project website

Report on all project events held (about 50 in total on national/regional or international level)

During all project phases the PPs will organise workshops and presentations in order to involve national/regional stakeholders from different target groups. Apart from the events with a definite thematic focus described in the corresponding WP, the PPs will as well hold at least one informal communication event (e.g. E-FIX breakfast). Dissemination activities will be coordinated with the development and completion of major project results.

Press release and report on mid-term conference

The mid-term conference will be designed as EU-wide dissemination event and is planned to take place in HR. DAZ together with the communication officer and the 2nd HR partner REGEA will be responsible for this event.

Case study analysis of alternative financing of energy projects

PP will collect and elaborate on typical cases of energy project investment that highlight national financing structures and procedures that determine the relationship between energy project initiators and investors. It is expected that the analyisis will reveal different challenges and potential development paths for innovative financing mechanisms according to the finance frameworks in the partner countries.

Energy policy profiles for each of the partner countries

Energy Policy Profiles will summarise the status and further roadmap of implementation of EU energy directive and related national/regional regulatives. The Profiles will be published online and further will be used during the development of the E-FIX roadmap

6 individual E-FIX Action Plans for sustainable roll-out of financing mechanisms

The Action Plan will ensure the sustainable application of the E-FIX approach in the partner countries. The APs will give several actions and step-by-step implementation plan to sustainably establish innovative energy financing mechanisms. The APs will be elaborated and published with the endorsement of public authorities, policy makers as well as the affected target group of energy project developers required for the implementation.

Project logo and visual identity

In accordance with the communication strategy the partnership will generate a recognisable visual identity of the project which will further on be used in all project communication both internal and external.

Project website

The project website will be established by Month 6. IT will give an overview about the project objective and the partnership. The website will grow during the project duration from the simple presentation of the project idea and consortium to a detailed account of in-depth information, expert knowledge, webinars and project publications, publicly available to all interested visitors.

Ambassador platform launched

The E-FIX Ambassador Platform will be launched at the same time as the first capacity building training in the partner countries and as part of the project website. Training participants will be encouraged to join the platform and connect with other international stakeholders. The communication office will moderate the platform and provide input in order to facilitate online discussions and knowledge transfer.
