Periodic Reporting for period 2 - PALAEMON (PALAEMON – A holistic passenger ship evacuation and rescue ecosystem)

PALAEMON project aims to develop an integrated system to enhance the process of evacuation from a sinking ship. The system is composed of a massive evacuation vehicle (MEV) replacing the traditional life boats and an IT and communications system that will be installed on board the ship, connected to legacy systems and in the MEV to operate in conjunction with the ship systems during the evacuation and independently after the launch. The system encompasses several services and technologies that will be used during the 3 phases of the operation: 1.Risk assessment after incident, 2. Support of staff and passengers mustering after the evacuation order (guidance, detection of missing people) and 3. Launch of MEV(s) and further rescue operations. PALAEMON integrates the latest communication solution to create a hybrid network that will be available in all conditions. It also incorporate a UAV for operations monitoring and communication with the shore and rescue ships. During the whole project, the developed solutions will be assessed as regards the legal framework to verify their acceptability.
During the first reporting period, the following actions were performed:
- Definition of the state of the art in evacuation systems, user requirements, legal framework and concept of operation (WP2);
- definition of procedures and beginning of the development of PALAEMON academy for training;
- Detailed design of MEV1 and opertion procedures (WP4);
- Development of the first versions of the services to be integrated in the system V1 (bracelets, cameras, Virtual Reality, UAV);
- Development of a first version of the decision support system (framework, health monitoring, decision support);
- System design and integration preparation;
- Dissemination and exploitation as per the plan (WP9).
During the second period, the integration of the system started. The following sequence was fololwed:
Integration of V1 (factory version) . The interfaces between the components were tested.
Completion of the components development.
Integration of system V2.
Installation of sub-systems in real or realistic environment.
Test of VDES segment in Florence.
Test of procedures and Palaemon Academy in Vienna.
Test of the Integrated Safety System on Board tjhe ANEK ship in Athens.
Assessment of the system by the end-users and stakeholders.

The MEV detailed design and its operation procedures are an innovation compared to the state of the art.
The services developed for the IT system are new in the domain.
The decision support module is new.
The integrated system is an innovation compared to other solutions in the domain.
The communication network obviates the existing solutions gaps.
During the second period, the development of the local 5G network enabling end-to-end communications inside a big ship was a major innovation that can be easily maaketed. The development and installation of the integrated Safety System, supported by the 5G network and the beacons gave a first example of a fully integrated system that gives the captain and the staff a full situation awareness that allows to take the best operational decisions faced to alarms, alertys and in support of the evacuation process. The feed_back from the end-users was excellent.
