Europe is producing high-quality, innovative security solutions, but many of them never make it to the market. This is where procurers come in. Procurers can act as a catalyst for innovation, shaping the security market and enabling it to respond to ever new challenges. iProcureNet aims to create an ecosystem of procurers, prescribers, legal advisors and other key stakeholders of security procurement, to share procurement trends and needs, and open pathways for joint procurement.
Cross-border security procurement has the potential to become a catalyst for innovation. iProcureNet will contribute to overcome the current obstacles on this way.
In an innovative three-cycle process, iProcureNet will map the European procurement environment, compare national investment strategies, identify innovation needs, and analyse security markets. Security procurement practitioners as well as experts from academy and industry contribute to the development of common and standardised joint procurement practices and innovative approaches, and thus prepare a larger uptake and a common European security market.
iProcureNet, that is also a lively community of experts from practitioners‘ organisations, industry and academia, policy makers or engaged citizens – involved or interested in the procurement of security innovation. The community can connect, be informed, engage and collaborate with other stakeholders through the iProcureNet Online Platform (iPOP).
In 2024, iProcureNet is happy to share the key achievements form work-package leaders, who managed to constantly shared good practices and new ideas while keeping track of the expected results. This specific work is to be highlighted as some partners built strong bridges between different players in the security field in Europe. This remarkable accomplishment allowed iProcureNet to contribute to other EU funded projects and networks of practitioners, to better understand EU priorities and needs in terms of security, as well as how the PPI is expected to add value.
This included:

• The set-up of many important components:
New version of the iProcureNet Online Platform (iPOP)
Toolbox and Knowledge Factory R0
Communication materials

• Creation, compilation and analysis two questionnaires:
Country specific investment plans
Joint public procurement

• Public “Intellectual property rights in public procurement” webinar

• Production of continuous reports and analysis on various topics, among them we can cite: The candidate lists for Joint Cross-border Public procurement, collection of methods as input to the iProcureNet Toolbox, Methodological process description for the Toolbox, Revised list of the most promising segments for JP, Methodological process description for the Toolbox, iProcureNet Toolbox, Strategic concept for development of the iProcureNet Network+Community, among others.

• Topical groups established and iPOP communities launched :
- Procurement
- Law and regulations
- Ethics, sustainability and policy
- Fight against crime and terrorism
- Border and external security
- Disaster Resilient societies
- Suppliers and innovators

• The last period of the project was marked by some interesting milestones:
-Last version of the iProcureNet’s Toolbox ready to be released and include better performances for end-users and a more ergonomic view of the contents
-An updated methodology to identify the most promising segments for potential Joint Cross-Border Public Procurement initiatives. These include open market consultation techniques and a better way of identifying gaps and obstacles to innovation procurement.
iProcureNet has identifying throughout the extent of the project, the following impacts:
-Common understanding of innovation for all the key stakeholders and associated with training and good practices sharing
-Sharing of innovation and standardisation needs among practitioners in the same discipline. A closed work with sister projects (EACTDA, CYCLOPES, iProcureSecurity, etc) as well as EU agencies/initiatives (EU-Innovation Lad, EAFIP) allowed iProcureNet to disseminate the results and findings.
-Uptake of new security solutions based on practitioners’ needs. Thanks to the tools that iProcureNet developed, best methods to help organisation in the identification of new/unmet needs as well as new challenges are now available through the iPOP
-Impact on European research and knowledge. Deeper interest was raised from academia and security research organisations who could provide scientific validated methods to the Public Procurement of innovative solutions while adding higher capabilities for LEAs.
-Increase of European competitiveness through efficient joint procurement. Industry and technology vendors specially, play an essential role for a better understanding and can propose necessary adjustments, to shape the market and boost innovation procurement processes. Thus, simplifying and transforming the way we buy innovation in Europe.
