Obiettivo
This pilot plan aims to assess the possibilities for the rational application of preventive practices, in the environmental field, within a highly industrialized area sited in a natural space declared Biosphere Reserve by the UNESCO.
By means of these practices we will achieve the minimization of the environmental impact that is currently exerted on this area. On the other hand, we will attain a sustainable development that harmonizes the relation between economy and quality of life in Urdaibai.
Throughout 1992, a series of Environmental Audits was carried out in the most important companies in the area of Gernika. By means of these audits, a deep knowledge of the industrial processes; quantity and nature of the raw materials; characteristics, volume and fate of the wastes, etc was acquired.
On the other hand, a high number of possibilities to implement minimization practices that would notably reduce the amount of produced pollutants was identified.
These facts, together with the condition of protected area of this zone, provided the basis for the Ministry of the Environment of the Basque Governemnt to take the decision of designing a specfic minimization and industrial wastes management plan for this region.
This plan will promote the introduction of various clean technologies in the productive processes. They will become a model for their application in the rest of the enterprises of the Basque Autonomous Community, and even in the State and in Europe. The plan will also evaluate treatment technologies, which are still at pilot stage or scarcely spread at national level, such as metal recovery from the galvanic effluents, obtaining either pure metal or salts to be reused in the same baths, or the treatment of organic wastes by land-farming.
