Summary : OPTIMUM is a user-friendly, graphically oriented tool for techno-economic assessment including risk of telecommunication networks and services. The present version is designed as a very open tool, giving maximum flexibility towards the user.
The tool is designed for strategic studies which combine low-level detailed network description with relatively high level parameters such as market level and density of customers.
Compared to earlier versions of the OPTIMUM tool (developed within the context of the RACE 2087 project TITAN), this version aims at the study of architectures spanning the whole telecom network (not only the access network) and at advanced telecommunication services like networked mutimedia.
Earlier versions of the TITAN tool were using time consuming macros for model calculation. The time needed to perform one model calculation cycle could be as long as 60 seconds. For risk assessment, where thousends of calculation cycles are needed, this was not usable.
The present version the OPTIMUM tool handles model calculations in a completely different and more efficient way. Data updates from the tool database are only done when necessary, repetition of identical calculations in successive calculation cycles is prohibited by storing intermediate results, extensive use is been made of array-formulas for faster formula-evaluation and many functions are compiled and object code is stored in library modules.

To run OPTIMUM Version 2.x, you will need the following:
A personal computer with Pentium microprocessor and at least 16 MB RAM. Less RAM capacity could slow down operation of the program.
A hard disk drive with a recommended capacity of at least 1.2 GB (OPTIMUM will take ?10MB)
A 3.5" 1.44 MB high-density disk drive (optional if computer is connected to the Internet)
