SCOPE will organise workshops and user group meetings as a service to the telematics projects in both the administration and urban and rural areas sectors. The workshops will focus on specific subjects of common interest to these projects. SCOPE will prepare, organise and report on the proceedings of these meetings. The project will also exploit the meetings to update the content and distribution of the projects Handbook (STEPS). Communication between all project participants will be further improved through the continued development and evaluation of experimental desk-top video-conferencing.
The SCOPE project will support the successful execution of The Telematic Programme within the sectors Administration and Urban & Rural Areas. It is the objective to support both sectors in User Group Meetings, with Sectors Specific Guidelines, organisation of Work-shops and Advanced Desk-top Video Conferencing experiments.
The Consortium behind SCOPE is co-ordinated and managed by Datacentralen (DK), and includes SEMA Group from France and CIME Consulting from Luxembourg.
The User Group Meetings are the most important link between the Users and Projects. They will be used to assess, guide and enrich the projects. SCOPE will preparE and report on these meetings. A database containing the relevant information about the User Groups will be set-up and maintained throughout the duration of the project. The schedule and agenda's will be organised in close co-operation with the Commission representatives and Project Managers. A standard agenda for the meetings will be developed and used for all meetings. Meeting minutes will after approval by the Commission, be sent to meeting participants and working-party members via e-mail.
The STEPS Handbook was a very efficient way to capture information and best practice from the projects in the ENS-programme and to disseminate relevant information to Users in the Member States. STEPS will be used as an introduction to the first round of projects in the 4th Framework Programme. SCOPE will prepare an update of the handbook, containing descriptions from the new projects. The future development and distribution of the handbook will have to be re-defined by Commission representatives, Member states representatives, Users and projects after one year. It will take results from User group meetings, specific Work-Shops and sector concertation meetings into account.
Sector specific Work-Shops will be used for consensus building within Administrations and Urban & Rural Areas. Work-Shops can be dedicated to either one sector or both sectors as appropriate. The common areas of interest will be identified by sector specific Concertation Meetings organised by the CONCORD project (SU2102). The following issues could be addressed as needed: cost benefit analysis, messaging, broadband communication, multimedia, etc. The result of the Work-Shops will be used as specific recommendations or guidelines for current or future projects.
A part of the success of the ENS-programme was directly linked to the strong support and co-operation with the Member States Administrations. The co-operation between the Commission representatives and the Working Group was further enhanced with the introduction of a Desk-Top video conferencing network. The DECON project (an ENS project in Framework Programme III) implemented, stimulated and supported the video-conferencing facilities between the parties. The experiments with multi user conferences added a new dimension on how meetings can be organised in the future. SCOPE will continue and extend the experimental desk-top video conferencing pilot trials. The aim is to pilot and evaluate a more efficient communication between the Commission and Working Party Members, Project Co-ordinators and others.
