Obiettivo
The European Commission stimulates Public-private partnerships in biotechnology through the formation of large research networks in which partners from all parts of Europe are included.
Through these networks more focus on actual applications and a better insight in the European markets for biotechnology applications are achieved, which can result in an enhanced competitiveness for the European biotechnology industry. We distinguish three levels of analysis: Firstly, there is the formal network (or project network). This formal network consists of the partners that participate in the research project.
Next to this formal network there is the informal network through which non- participating firms or organizations are connected to the formal network by informal links, e.g. industrial platforms or personal contacts. The informal network is considered to be a very important medium for knowledge and information diffusion beyond the direct boarders of the project. Especially the industrial platforms, recently formed on initiative of the European Commission, are seen as an important medium for such (informal) knowledge diffusion. The industrial platforms that are at present established do however vary in character, structure and participation rates.
Thirdly there are firms that do not participate in either the formal or the informal networks at all, the so- called "outsiders".
The aims of the proposed OPTINET project are to study the characteristics and the performance of both the formal and informal research network, to investigate the motives for non-participation of both groups of "outsiders" and to develop management tools and recommendations for optimising the links and performance of these networks. Industrial platforms are a special form of an informal network and have recently been established on initiative of the European Commission. These platforms will be given special attention in our study. Such focus on the informal networks and the groups of "outsiders" are important and renewing aspects of the OPTINET project.
The tools and recommendations that will result from this study will be beneficial for the firms involved, but also for the European Commission, as the impact of public- private partnerships can be further enhanced. The organizations and firms involved in the formal and informal networks will benefit from the tools that can optimize network links, network performance and the diffusion of knowledge and expertise.
The European Commission could benefit from our study because tools to optimize formal and informal networks in biotechnology will contribute to the European competitiveness in this sector and to the formation of trans- european networks, both of which are important aspects of European policy.
