Supporting clinical outcomes in primary care for the elderly

Obiettivo

- To bring together our existing knowledge into a common understanding of the skills, programmes and instruments required for promoting a quality culture in primary health care for elderly people in Europe.
- To harmonise nationally-funded research and development programmes for using outcome measures within a quality care system in primary health care for elderly people, at least in the leading centres in Europe, using a common method of evaluation.
- To promote widespread adoption of best practice in the use of an outcomes-oriented approach to primary health care for elderly people in Europe.

Promotion of a quality culture in primary health care for elderly people is of great importance as a European issue. The last decade has seen an increase in understanding of the structure and function of primary and elderly health care systems in Europe and of the concepts behind the promotion of a quality culture in health care. Outcome instruments have been developed for health care, primary health care and for health and social care for elderly people. It is now time to implement a quality culture in primary health care for elderly people. The work plan consists of: preparation of background reports on requirements for using health outcome measures in primary health care for elderly people; synthesis of knowledge and preparation of a common work programme for use of health outcome measures in leading centres in Europe; co-ordination of nationally funded projects with a common approach to evaluation and dissemination of background knowledge, extension of the network for testing health outcome measures and the production of a declaration for action by leading European health care institutions agreed at an international consensus conference. European scientists in primary health care, health care for the elderly, public health, epidemiology, sociology and information studies will benefit from the cross-fertilisation of ideas, values and experience from regions with different traditions and strengths in clinical practice, research and training. The project could produce substantial benefits for the European Community by supporting improvements in the health of elderly people, reduce burden on family supporters, reducing demands on health care resources and supporting the advance of European economic competitiveness in health care information systems development.
