Shipping is currently evolving from the traditional safety concept, based on compliance with prescriptive requirements, towards the so-called Formal Safety Assessment (FSA): the experience gained in other industrial fields confirms the effectiveness of this more flexible and committing risk-based approach.
The objective of this proposal is to adapt and develop the methodology for application to High Speed Craft (HSC) given the particular characteristics and rapidly changing technology of this type of craft.
This will include:
- development of reliability, availability and vulnerability analyses specific to the specialised propulsion and manoeuvring systems; - design and creation of a quantitative database covering reliability of relevant systems, operational experience, accident/hazardous occurrence information, for risk and cost/benefit assessment purposes;
- identication of impact of FSA on the existing design practice and safety regulations.
The partnership involved will combine expertise of specialists in ship safety and risk assessment (BV, MSA, CETENA) with the industrial experience of a propulsion system supplier (MTU), a shipbuilder (BAZAN) and a shipoperator (DSB), all experienced in High Speed Craft and representing various maritime areas in Europe.
The FSA gives a consistent framework which enables to address all the potential hazards on the whole ship Iife-cycle, in a systematic process including consideration of the human element.
It is expected that through harmonized implementation of FSA and the resulting improvements in safety and reliability, competitiveness of transport by HSC will be significantly increased in terms of:
- prevention of accidents, increase of commercial
- availability, optimization of production and
- operation costs.
