Ageing and Reliability Testing and Monitoring of power cables: diagnosis for Insulation Systems

Objectives and content
Electric power transmission needs reliable high voltage
AC (HVAC) power grids, with a current trend towards an
increase in buried links. This market evolution is a
response to strong environmental pressure to reduce the
use of overhead lines. There is a growing need for
extra-HV (EHV) cross-linked polyethylene (XLPE) cables
(400/500 kV), especially in urban or crowded areas, as
fluid filled cables are no longer used for new
installation due to electrical, maintenance and
environmental reasons. The technical limitations of HV
and EHV XLPE cables, related to uncertainties in
reliability (i.e.: poor understanding of degradation
mechanisms), led to an over-dimensioning of cables and
thus higher installation costs. In addition, with
respect to overhead lines, the cost of underground cables
is at present higher, with an increasing threat from
Asian competitors: due to reduced manpower costs, they
are in a position to provide cheaper final products.
European cable manufacturers will face this challenge by
offering cost effective solutions to the utilities,
including turnkey systems and improved product quality.
A thorough understanding of ageing phenomena is required
in order to guarantee long term reliability and ultimate
life time prediction.
More reliable power links are needed: some cables have
been operating for over 20 years, with an expected 30
years life (and a need for further life extension).
Premature ageing could be a cause for unexplained
failure: the present rate is 0.8/100 km/year; an
objective is to reduce it to 0.2. This target can only
be reached through the development of an efficient
Diagnosis System.
The main objectives of the project are therefore:
to assess the state of ageing of cable materials under
combined stresses, 2/ to develop a Diagnosis System to
predict their remaining life time.
The Diagnosis System, which will be developed in the
course of ARTEMIS, will provide:
definition of the range of critical values of relevant
ageing "markers", resulting from the identification of
local material properties that control ageing
determination of electrical and thermal thresholds for
ageing,
estimation of the time to breakdown.
The main innovation of ARTEMIS is that for the first time
the combined approach, using theory, modelling,
evaluation and testing on cable samples will contribute
towards an integrated Diagnosis System. A new model of
ageing will be elaborated for AC power cables. Advanced
(sub) microscopic techniques to monitor ageing in cables
will be used to identify relevant ageing markers.
This new approach will lead to suggestions for future
redefinition of installation systems and technologies.
The thresholds for ageing will prepare the way for future
Standards proposals at European and international levels
(qualification tests and dimensioning of future cables).
Other expected benefits will include an increase of the
market shares of HV underground synthetic cables of 40%
(target for 1997-2000: 20%) as the Diagnosis System will
provide tools for higher reliability of power grids.
Another benefit is in terms of environmental impact:
overhead transmission lines require large right-of-ways,
incompatible with the extended development of urban areas
and power needs, both industrial and domestic. Other
aspects, including aesthetic, visual impact and safety
benefits are also important factors in favour of future
electrical power cables.
The Consortium includes a Swedish material provider (base
polymers and additives), Belgian and Italian technology
providers (cable manufacturers), French and Belgian endusers (power utilities), French, British and Italian
research partners, including expertise in electrical
engineering, physical and chemical properties, modelling,
etc. Such a consortium, bringing together the necessary
skills and complementarity in a cross-cultural context
could not be established in one single country.
