Integrated Telematics System for Administrations Environmental Management

Obiettivo



One of the main environmental problems that EU administrations face is acquiring, managing and distributing environmental information to end-users about their area of influence. The problem is common to local authorities who want to have detailed knowledge of the state of the environment to pass to their councils, and regional and even central administrations who want to have a less detailed but clearer perspective of the environmental characteristics of the areas they administer.
In order to solve such problems, ITSAEM will produce an integrated set of software and associated procedures, which will help administrations to acquire, store, analyse, interpret, interchange, and present end-users with environmental data, mainly produced from environmental audits.
The consortium consists of leading information and engineering companies, one university and four administration authorities. They will use state-of-the-art technologies (client-server, advanced communications, Geographic Information Systems, multimedia and knowledge-based systems) to develop the system.
The project will deliver a working system ready for use by administrations. For the industrial developers the software will form an excellent basis for developing marketable products within a short time and at reasonable prices.
The benefits of the project will come from significant savings in access time needed for environmental data, accessibility of more data to a larger set of users, simpler interchange of environmental data between administrations, and opportunities to develop new and necessary environmental applications. Administrations and citizens alike will see these benefits.

Users
The users are Environmental Agency of Madrid (AMA) and Ministry of the Environment (DGPA) Spain, Council of Groningen, and Province of Utrecht, The Netherlands. Potentially there are others (EEA, city councils, administrations) who will collaborate in a User Group.

Approach
The project will apply Geographic Information Systems (GIS), multimedia compression, storage and presentation (MM), Knowledge Based Systems (KBS).

Contribution to EU Policies
In the context of EU policies, environment-related services will be simpler and cheaper, data interchange between administrations will be more flexible and secure, and access to environmental data by interested parties will be easier and faster.
