Baselines for accession states in europe (BASE)

Ziel

The BASE project aims to accelerate JI investments by reducing the barriers and costs associated with the implementation of JI projects, specifically the transaction costs associated with baseline definition. BASE will seek to reach consensus on how baselines should be defined, addressing the needs of industry and government in investor and host countries. The primary objectives of BASE are to agree methodologies to be applied in the host countries covered by the project (Czech Republic, Estonia, Hungary, Poland and Slovenia), to integrate into national baseline definition the work that is already being carried out in each country on emissions reporting and energy sector modelling, and to produce transparent guidelines for investors and governments on how to design, develop and approve eligible JI projects.
Description of Work:
BASE is working with the UNFCCC "focal points" in each country and other key stakeholders to develop a set of baseline tools, methodologies and guidelines, tailored to the Climate Change objectives of each country. It is developing consensus among the key stakeholders on the processes necessary to satisfy minimum requirements of additionally for JI applicants. Baselines are being assessed at the national level, looking at energy sector plans and modelling activities but also at the project level through identification of potential JI projects. Project eligibility JI will be tested as well as assessing the potential credit generation. BASE is working alongside government to maximise project development by gaining an understanding of government preferences for JI projects, gaining practical insights into the requirements and steps for baselines and in determining the technical and institutional procedures to satisfy the JI requirements. The BASE project is focused on working with government institutions to determine the most appropriate baseline methodologies in each country, to define each countries requirement for JI projects and to give recommendations on how to integrate national baseline work with activities already being carried out across the different ministries. For example the preparation of National Communications carried out by the UNFCCC Focal Point and energy planning carried out by the Ministry of Economy. Finally BASE is defining baselines for the electricity sector in each country using the appropriate tools and models. Ultimately BASE is seeking to gain government agreement on baseline definition in each country.
Expected Results and Exploitation Plans:
The inclusion of national governments in the project will ensure that BASE has a wide coverage and a high profile. National Stakeholder meetings are being held in each of the five candidate countries throughout the course of the project to familiarise all key stakeholders on JI, as well as to engage them in the process of developing agreed methodologies for baselines and JI project approval. A BASE web site has been set up to promote discussions and share information and experiences on the project. The most important exploitation feature of BASE is the development of clear, concise, transparent JI application and verification procedures, including baselines that will enable key government departments and potential JI investors to navigate through the processes of JI project approval. This will be the most important dissemination and exploitation element of the project.
