Development of an Integrated technical and management risk control and monitoring methodology for managing and quantifying on-site off-site Risks

Obiettivo

The overall objective of this research is to provide a model for integrating the methods of risk control, with an emphasis on the chemical and petrochemical industry, and focusing on major hazard installations at all stages in the installation life cycle. The sub-objectives are the development of an integrated technical and management risk control and risk monitoring model (Integrated Model) including both on-site and off-site risks, the development of an integrated quantitative risk assessment (I-QRA) method based on the Integrated Model, the development of management "corrosion probes" to assist in monitoring the state of the risks management system over time and in setting priorities for improvement, and finally the testing and application of the Integrated Model and I-QRA.

This research project brings together in a multi-disciplinary team, leading specialists in Europe on two aspects of risk control in Major Hazard industry, namely safety culture, organization and management on the one hand, and technically oriented approaches to risk assessment on the other. The time is right for an integrated approach, both because of the forthcoming COMAH regulations, and because of the opportunities provided by current state-of-the-art knowledge.
The core task is to produce an organization and management influence model for initiating events with on-site and off-site consequences. The selection of initiating events will cover technical and human failures leading to loss of containment of hazardous materials or exposure to occupational hazards. The overlap between influences controlling different initiating events will be identified from the model and hence indicate what this overlap is for on-site and off-site risk management on the one hand, and for major hazard and occupational health and safety management on the other. The links in the integrated model will be quantified in terms of strength of influence, and time related changes in these values reflecting degradation in management control. A research prototype of the model network will be developed on software using an appropriate shell. Sensitivities and dominant influence pathways will be examined and the structure of the model developed to enable an Integrated Quantitative Risk Assessment (I-QRA) to be undertaken. As well as highlighting key influences, one main output will be a measure of the change in risk level over time dependent on the existing status of a particular plant and its organization and management system. Dominant pathways in increasing risk over time will be examined to highlight key links in management "corrosion". Depending on the link type, corrosion monitors will be recommended. It is planned that the aim is to develop the model and examine its feasibility, rather than to produce a final complete system.
