Obiettivo
The SAAGE proposal builds on previous contractor studies that have established the concept of a serviceable remote sensing optical space mission, based on the use of superspectral sensor with proper spatial resolution, potentially complemented by a thermal infrared sensor with a lower resolution and to be used mainly by farming, agri business and agri-environment applications. The major objectives of the SAAGE project are:
- to consolidate the mission concept definition through: (i) an analysis of theusers requirements within the EU, (ii) a definition of the Space and Groundsegments with an emphasis on the implementation of the information productsdissemination means
- to assess its economic viability through (i) an evaluation of the servicevalue represented by the information products for the users, finallyconverted in a business plan, (ii) a financial scheme for the developmentand the operations of the defined System.
SAAGE stands for << Space Applications for AGriculture and Environment >> and is primarily targeting three main classes of users:
- the EC and the Member States National Administrations responsible of theEuropean agriculture, environment policies. In particular are targeted theneeds resulting from the new Common Agriculture Policy and the integrationin EU of Eastern European countries.
- the farmers community in the frame of the emerging precision farmingpractices ù the agri-business community including agrochemical suppliers,traders, food processors, insurance companies and agronomist consultants
Synergy with Water resources management applications will also be considered. This will apply to European and National administrations in charge of the water resource management, to the irrigation management companies an to water distribution companies.The SAAGE proposal is submitted by MATRA MARCONI SPACE (F) as project co-ordinator of a team including NRSC (UK), JRC (EU), ITCF (F), TRAGSATEC (SP) and CEMAGREF (F).The partners represent the whole chain of skills and capabilities necessary to define a user driven space remote sensing system. The study proposes:
- to reach an in depth understanding of all the market aspects throughdifferent actions:
(i)complement and revisit the users requirements and characterise theusers
(ii) describe the present dissemination scheme of information and servicein the different sectors
(iii) evaluate the information products service value
- to consequently define the appropriate Agriculture information remotesensing mission including
(i)the Space and Ground Segment concepts
(ii) the adequate information products commercialisation and disseminationscheme.
- to establish a business case grounded on the evaluation of the service valueprovided by the information products and to demonstrate the benefits andeconomical viability of the mission
- to establish an implementation plan within the frame of a "Two - StepApproach" initiative or in the frame of the Earth Watch programme inpartnership with ESA and the EC. The plan should lead to the development ofa future space system involving not only the Commission but also a privateinvestors consortium. The EC needs will be specifically analysed to tailorthe future system to offer the EC a specific involvement as an << anchortenant >>.
