Internet-site for european strong-motion data

Ziel

Problems to be solved
There is a continual growing demand for safer equipment, buildings, and systems under earthquake loading. As a consequence greater reliability and quality assurance to appliances, building components, bridges, power plants, dwellings, structural materials and building codes is required. Engineers and manufactures alike, in both high and low seismicity areas in the greater European area strongly feel this growing demand. At the same time, fast developing markets between European countries, combined with financial constraints on industry and government, mandate efficiency methods to find cost-effective ways to enhance earthquake safety and reduce liability. One of the basic problems in the seismic hazard assessment and earthquake resistant design of structures is the proper selection of the ground motion parameters for the generation of the 'design' earthquake. These ground motion parameters, particularly near the source of an earthquake are the most detailed available means of identifying the source mechanism of the earthquake and may used to determine the forces endangering engineering structures. Strong-motion records are, therefore, of major interest to both scientists and engineers, and an indispensable tool for the establishment of Eurocode-8. The limited number of freely available European strong-motion records has often obliged users from Europe to turn to non-European ground motion data, which are not consistent with the seismotectonics of the region. There is therefore, a clear need for a public domain and easy accessible platform for uniformly processed European strong-motion records and for reliable seismological, instrumental station and network specific parameters.
Scientific objectives and approach
The objectives of the proposed programme are to establish a freely accessible European Internet platform of reliable strong-motion databank and associated database of seismological parameters of earthquakes in the greater European area, by installing a central site in London with mirror sites covering Northern Europe from Reykjavik, Central Europe from Trieste, and the Mediterranean region from Thessaloniki. The project will retrieve, process and preserve by storing on the platform strong-motion data recorded by analogue instruments before 1999 as well as process and store all strong-motion data, analogue or digital, available or generated during the period of the project. The four identical Internet-sites will consist of
1) a strong-motion databank with uncorrected and corrected strong-motion records and response spectra,
2) a database with associated seismological, instrumental and site-specific-parameters,
3) an appropriate access to the database and databank allowing the user to search the database and databank for the selection and extraction of design input data, and
4) a user documentation as well as a manual for basic data-processing. The running of the platform of one or more of the sites after the end of the project will be secured with the co-operation of the European Association for Earthquake Engineering.
Expected impact
The proposed project responds to the growing demand, recognised in Europe, for an active, growing and standardised databank and database concerning reliable ground motion parameters from strong earthquakes in the greater European area. The products offered by the project will enhance the accessibility of ground motion parameters and the communication between organisations acquiring strong-motion data and users in research and industry. They are an indispensable tool for seismic hazard assessment, earthquake resistant design of structures and the establishment of Eurocode-8 and hence will contribute to a safer and sustainable development of Europe.
