Research objectives and content
The formulation and implementation of the EU's Community Initiative URBAN (1994-1999) is the central objective of this study. The key actors and key events in the decision-making process, together with how they determined the main objectives of the programme will form the heart of the empirical study. The hypotheses to be tested all relate to the modus operandi of the EU in approaching urban issues. The programme's central concepts of urban deprivation and social exclusion will be analysed and their
operationalisation/implementation investigated though six URBAN projects in Great Britain and Germany. The investigation, using qualitative methodological techniques, will be undertaken at all levels, the EU, the national and local level. The research will include an analysis of documentary sources and individual elite interviews with relevant EU officials, MEPs, local and central government actors in the case study sample and experts associated with the programme.
A preliminary analysis of documentary sources has been undertaken and thus provided an in-depth knowledge and understanding of the Community's decision-making. The empirical data will be processes and analysed with the assistance of the qualitative software package NUDIST, thus giving detailed insights into Community policy-making and policy-implementing. This study will make a significant contribution to policy developments on urban decline and social exclusion by bringing these multi-dimensional concepts to the attention of policy makers at the local, national and European level. Providing a foundation for the formulation and implementation for future spatial and social policies, the study will have an impact on the concepts of urban deprivation and social exclusion through incorporating socio-economic, political and cultural aspects into an analysis of the European Union's socio-spatial policies.
As one of the oldest and top-ranking departments of the LSE (and the Social Sciences), the Department of Social Policy and Administration offers interdisciplinary research both theoretically and practically. Especially, Dr. Steen Mangen, lecturer of European Social Policy, staff member of the European Institute and working on an "Inner City Database in Europe" provides the crucial link between EU politics and social political background, indispensable for the investigation of the European Community's Initiative URBAN in the form of a critical case study. Additionally, Dr. Jean-Charles Lagree, research associate at the European Institute, involved in the evaluation of "Poverty 3" and continuously working on social exclusion and the underclass debate, will provide a further crucial link between EU policies, Community pro- grammes, and the socio-political concepts of underclass, poverty and social exclusion.
