The HealthCheck methodology and supporting information technology (IT) tools facilitate change management in healthcare in a way that is supported by staff and enables clear benchmarking between hospitals or individual clinical units. The HealthCheck tool consists of a combination of business process re-engineering (BPR) strategies, methodologies and consultancy skills plus a series of case studies, with a number of IT tools developed within the Consortium. The BPR methodology is well-established and pilot sites already carried out a BPR programme within their organizations, while case studies are in the test and evaluation phase. The THESIS software is already in use in the pilot sites, while the HealthCheck tool for monitoring and evaluation is still in a prototype phase. Key achievements were made in BPR in that the THESIS re-engineering process is carried out from within the structures rather than being imposed from the outside; BPR focuses on patient/client processes and is closely integrated with the development of IT systems to facilitate work and sharing of information; this leads to a radical innovation strategy which extends the potential impact for change. As far as BPR is concerned, the key technical achievement of the THESIS project is that it combines different BPR techniques, allowing for BPR to be carried out using a user-practitioner approach, ie by training internal staff to undertake BPR themselves, rather than have external consultants; impose change upon them. Moreover, THESIS developed a service sector specific form of BPR, optimised for patient/client centred processes. The THESIS BPR is characterized by a close integration with rapid IT systems development which enable early prototypes to inform the redesign process. The THESIS BPR also promotes radical strategies, extending the potential impact of change.
