SEAMLESS TELEMATICS ACROSS REGIONS

Ziel

STAR* will apply previous EU project findings to commercialise streamlined administrative communications, coordination and continuity across all health care services in hospitals, other centres or the home. Paperwork will give way to telematics-based communications between, for example, professional hospital staff and social workers, with due regard for medical records standards, security and optimal use of resources. Demonstrated benefits of electronic data-sharing among such groups will include a global view of patient records and a more comprehensive efficient approach to treatment, backed by interactive referral and other procedures.

Care for patients is increasingly being delivered by different specialists in different locations - acute hospitals, community hospitals, general practice surgeries or in the home. This leads to greater demands on the administration and management of patient-related information, both within the organisation and between organisations. The traditional method of transferring information about a patient was with a paper document - a referral letter, discharge letter or report - and whilst in a hospital, case notes physically followed the patient between different departments. As hospitals and other healthcare institutions have become computerised, patient data is captured in each department and the medical record is available at all times anywhere within the unit

Unfortunately there is still a gap when it comes to communicating between different healthcare institutions and information still 'flows' on paper, fax or by telephone. With the increased use of specialist care and with the 'commercial' pressures to increase the flow of patients through the healthcare system, there is a clear requirement to replace the paper-based communication with something more efficient. This not only requires the telecommunications infrastructure but also agreement on medical record standards, security & confidentiality, support for cooperative working to enable healthcare professionals to give advice to colleagues in distant locations, and the optimal use of resources across organisational boundaries.

Star has selected key regions across Europe at which the benefits will be demonstrated of sharing healthcare information between one or more hospitals and their surrounding healthcare providers. The complementary results of previous EU projects will be brought together to form a common set of proven solutions for European healthcare. Once the basic middleware services are in place, end-user applications across the region will be able to share parts of the medical record, make rational decisions on planning whole episodes of care (not just interventions), schedule other healthcare functions via an interactive referral process, make more informed management decisions about resources, and provide the building blocks for cooperative diagnosis and treatment.

The results will conform to emerging standards for healthcare information systems and the emerging medical informatics standards from CEN TC251. There will be two types of results - conceptual and physical. The conceptual results will be an architecture and open interface specifications. The physical results will be software services that can be integrated with end-user systems to give added-value. The partners in star have pan-European business experience and will sell competing but conformant products in the open market, thereby stimulating growth in European healthcare telematics.
