Direct indicators for commercialisation of research and technology

In 1994, the First Report on S&T Indicators has been published. With the Report, a new concept was launched by the CEC, which was labelled the European Paradox. This paradox was based on the fact that the EU scored higher than the US or Japan in terms of publications, but had a significantly lower patent rate. Since the launching of the concept, the idea has evolved away from the underlying data. The high performance of us research based spin-off, the increasing licensing revenues of universities and the economic importance of new technology based firms supported the intuitive feeling that Europe lacks efficiency in the commercialisation of its research results. In this project, we aim to collect a set of indicators that measure the commercialisation of research performed by universities and public research laboratories.
