Prototype landscape assessment information system

Obiettivo

Specific project objectives:
I. Research and report upon the contribution that EO can make to the three customer groups' decision making processes;
II. Develop a prototype tool to aid rapid Landscape Assessment, by creating an innovative use of EO data building upon technological advances in integrated GIS and decision support systems;
III. Produce demonstration products of landscape assessment information; locational value maps based upon customised environmental criteria; related 3-D visualisation products; scenaric generation products;
IV. Develop standard techniques for using EO data to identify indicators of landscape tranquility. Disseminate these to the CEO, customer segments and wider scientific community;
V. Provide information and guidance to the CEO and wider scientific community on current and future opportunities and techniques using EO data for the objective assessment of landscapes.

Proposal Summary:
The customer groups share similar requirements within the same geographic locations, to assess the interplay of the natural and cultural landscape as it affects their particular business. By sharing landscape data across a number of customer segments, significant data cost benefits can be made, and the advantages of Earth Observation can be more widely demonstrated. This project will therefore develop a prototype system, which will allow the innovative low cost integration of EO data within the decision-making processes of these 3 customer areas. The proposed system will improve access to EO data, allow automated analysis and demonstrate a variety of EO derived information to the customer segments. PLAINS will also include an expert system to provide a context for understanding how the derived EO information might support wide ranging decision-making requirements through allowing scenario generation. The prototype will provide a basis for the eventual co-development of a commercial decision support system. following the successful outcome of the project and a potential broadening of customer groups to allow further demonstrations within the same geographical test areas.

PLAINS will utilise customer-specific logic identified through project workshops to generate tailored maps of locational value appropriate to the unique parameters of each customer group. The customer group will be fully involved in the definition of user requirements, the validation of the system and its output at all stages of the project. Spatial, a spatial and dynamic data will be used to extract information about landscape parameters which affect the customer groups particular business applications. The analysis of the spatial and non-spatial data will provide a baseline prediction of selected landscape characteristics. The expert system will model the dynamic elements against this baseline and provide not only any changes but also forecasting information based upon 'what if' scenarios. Deliverables will include mock-up products during the design and build phase, customer workshop and comprehensive dissemination activities to the broader customer segment areas.
