REPLACEMENT OF AN OUTDATED HEATING PLANT BY A COGENERATION UNIT IN BERLIN, KOEPENICK

Ziel

The construction of cogeneration plant Berlin-Koepenick, was aimed at replacing the outdated heat generation plants. After reunification, the federal law for emissions and the technical directives for air purification also became applicable for the cogeneration plant in Koepenick (East Berlin). Therefore, the operation mode of the old plants had to be adapted to the new regulations. In the former GDR, the energy was supplied by power and heat generation plants. Cogeneration plants were not widely spread. Commonly heat generation plants in combination with district heating grids were employed. In comparison to the uncoupled generation of electricity and heat, this technology leads to a better exploitation of fuels. The unit is surrounded by a residential leads to a better exploitation of fuels. The unit is surrounded by a residential area and offices, so that noise emissions are one of the main problems. A consistent reduction of noise requires careful planning and choice of site.
The examination and the planning phase were completed. Six obsolete hot water generators were replaced by three new ones, in order to realise a low pollution solution. Two gas turbines including the necessary waste-heat boiler were installed for cogeneration.
The plant has been fully erected :
* The call for tenders has been completed.
* The allocation of contracts to suppliers has been completed.
* Construction works i.e. concrete and solid construction have been completed.
* The main units (gas turbine, gas compressor station, heating boiler) were installed
* Units for the flue gas utilization and the control system were installed.
* Measures for securing the supply of drinking water, heating water, compressed air and natural gas have been concluded.
* The heating cycle inside the cogeneration plant has been checked, the operation tests have been concluded.
* The pressure between the cogeneration plant and the obsolete plants has been balanced as prerequisite for a hydraulic parallel operation.
* The operation tests for the natural gas and pressure reduction stations have been concluded.
* The operation tests for the warm waters generators have been concluded.
The generators are ready to supply the customers with heat.
* The gas turbines were put into operation. Necessary mechanic checks, inspections of the wiring, tuning of the plant, check and commissioning of the generator were done.
* Test run and acceptance tests for the unit are complete.
* The optimization of the cogeneration plant were finished.
* The monitoring phase was done.
The planned cogeneration plant is situated on the site of the old gas-fired heating station in Berlin, Koepenick. The delivery of heat and electricity was be realized by interconnecting the plant to an existing district heating grid and by new connections and to an existing substation (electricity). Connections for drinking water, waste water and rain water were given. The power plant, the oil supply facility, and a new gas supply facility, which also covers the requirements of the old unit, were newly constructed.
Since the old unit was operating during the construction period, the oil supply unit had to be completed before work on the gas supply unit could commence. The project included all necessary dismantling, cleaning up, and tearing down services as well as adjustment and modernisation measures for the old unit, including the renewal of the chimney.
Technical data for the whole unit : For the renewal of the heating plant Koepenick a cogeneration plant consisting of two gasturbines with waste heat boiler and three peak load hot water boilers was constructed.
The unit was planned for a total output of 46,5 MW.
For the amount and output performance of the individual units it was stipulated that in the event of the largest unit breaking down, 70% of the heat supply can be maintained. Electricity generation is limited to a maximum of 10 MWel. Natural gas and extra light fuel oil will be used as fuels for the hot water boilers as well as for the gas turbines. The cogeneration plant is operated according to heat output. The necessary annual heat generation is 120.000 MW h/a. The plant capacity is based on the integrated annual heat requirement curve.
The district heating network circulating pumps were dimensioned with respect to the required volume of hot water, so that in the event of the breakdown of one unit, 100% reserve will be available and, if necessary a continuous minimum outputis given. The district heating network circulating pumps are equipped with continuous speed control system. The controlled variable is the differential pressure in the heating network.
The flue gas of the two gas turbines is fed through the waste recovery heat boiler at all times.
Thus, a flue gas bypass was not installed. Exhaust operation will not be necessary. In the case of a sudden failure of the district heating circulating pumps during operation of the gas turbine, a reliable operation of the waste heat boiler will be guaranteed.
The pressure keeping system is dynamic. The manufacturer stipulated the site of the pressure keeping system and the overflow valves with respect to the district heating circulating pumps. The total plant is designed for 24 hours operation without supervision.
