Intelligent in-vehicle terminal for multimodal flexible collective transport services

Ziel

In previous international R&D projects on flexible collective transport services, like SAMPO and SAMPLUS, the need for an intelligent In-Vehicle Terminal (IVT) for these services was identified. The INVETE project will specify, develop and validate a modular multi-application intelligent IVT, which responds to the user needs of the driver and the operational requirements of bus and taxi companies. By integrating new and existing on-board communication and location devices with the control centre, the IVT will allow the improvement of the quality and the reliability of the transport services provided to citizens. The provision of an affordable IVT with open software interfaces will allow market opportunities to be maximised. The IVT will be demonstrated and validated in the INVETE Demonstration Project (IST-1999-70311).

Objectives:
The aim of INVETE is to specify, develop and validate a modular intelligent in-vehicle terminal (IVT). The IVT can be used for different transport services i.e. regular and flexible collective transport and in different transport modes e.g. bus and taxi. The IVT is designed to operate in different communications environments like GSM and private radio network (PRN). The multi-application IVT is based on identified needs from users, the ITS environment, and the different transport services and operators. The IVT is inter-operable with other on-board devices. The provision of an affordable IVT with open software interfaces will allow extended market opportunities for suppliers and transport operators. There will be 30 IVTs designed and prototyped. Communication protocols and software for flexible collective transport services will be developed to support the full utilisation of the IVT.

The IVT and the IVT services will be validated in real operating conditions in test sites in Finland and Italy, with additional expert support from Belgium, for both regular and flexible collective transport services and for taxi services (in IST-1999-70311).

Work description:
The different needs of the drivers (of taxis, buses and minibuses), the operators (public transport company and taxi associations, etc.), the control centres (travel dispatch centres TDC), the authorities and the different transport services (flexible and regular public transport, conventional and shared taxi) will be classified and identified.

The architectural constraints and technological options of the different system environments will be taken into account, as well as the requirements of on-board equipment and in-vehicle networks. The IVT will be based on an open and modular architecture and be inter-operable with other on-board devices. The IVT will allow functioning as common user-interface for on-board telematics services. In order to maximise market opportunities, the IVT will be designed to be as affordable as possible and have open software interfaces. The functional specifications for the IVT will be derived from the requirements, and the IVT architecture will be developed.

An IVT will be designed based on the specifications, and prototyped. The applications and communication protocols which are needed for the services used during demonstration in the different sites will be developed.

The IVT prototype will be integrated with on-board equipment and verified in three member states in laboratory conditions and in real operating conditions. The IVT design will be updated and prototyped for the demonstration. In the INVETE Demonstration Project (IST-1999-70311) the IVTs and the services will be demonstrated in Finland and Italy. A business case will be developed for the commercialisation of the IVT and the further development of the telematics services.

Milestones:
There will be four major developments during the lifecycle of the project. Firstly, the project will draw together the specifications for the IVT, based on identified user needs. Secondly, the IVT will be designed and a prototype prepared for verification. Thirdly, after verification of the IVT in laboratory and in real operating conditions, the updated prototypes for demonstrations will be delivered. At the end of the project, the evaluation results (of the INVETE Demonstration IST-1999-70311) and the business case will be presented.
